2. Establish a sound commercial system and legal system. We must establish a perfect contract legal system, a reasonable foreign trade tax system and an effective monetary loan system to ensure and promote the smooth progress of international trade.
3. Establish and improve an effective foreign exchange management mechanism. The Angolan government should establish a perfect foreign exchange management system to ensure economic stability and play a role in crude oil export trade.
4. Establish a high-quality public service system. The Angolan government should establish a high-quality public service system, actively invest in dealing with the threat posed by crude oil, animals and plants in export trade, promote its safe and orderly operation, and make preparations for safe, reliable and efficient export activities.
5. Strengthen cooperation with the World Trade Organization and other international organizations. The Angolan government should strengthen cooperation with WTO and other international organizations, adjust trade policies, and ensure the normal and stable operation of export trade of crude oil and crude oil products.
