After contracting by piece, local foreign trade, industry and trade import and export branches, foreign trade enterprises, etc. Will be decentralized to local management, except for the goods under the unified management of the state, the rest will be liberalized. Financially, on the premise of full tax refund for exported goods, financial subsidies are cut into pieces, foreign exchange income is retained within the base, and the -'/K sharing system is implemented for those exceeding the base. On the one hand, it broke the "big pot" system of foreign trade monopoly and self-financing; On the other hand, the close combination of foreign exchange collection and local foreign exchange use has aroused the enthusiasm of local foreign trade development. This is a fundamental strategic shift. It has created favorable conditions for the coastal areas of our province to enter the international market and promote regional economic development.
