Chapter 1 General Provisions Article 1 In order to adapt to the needs of the socialist market economy, promote the sustainable development of our city's tourism industry, regulate tourism market behavior, protect, develop and utilize tourism resources, and safeguard tourists and tourism The legitimate rights and interests of operators are based on relevant national laws and regulations and combined with the actual situation of our city to formulate these interim regulations. Article 2 The tourism industry shall be included in the city's national economic and social development plan. The people's governments of each county (district) shall also include tourism into the local national economic and social development plan based on local conditions, and take measures to promote the development of tourism according to local conditions. Article 3: Encourage and support all enterprises, institutions or individuals to engage in tourism business activities in this city. Article 4: The Municipal Tourism Bureau is the city’s tourism administrative department and implements industry management of the city’s tourism industry in accordance with the law. County (district) tourism administrative departments shall, under the leadership of the people's government at the same level and under the guidance of the higher-level tourism administrative departments, implement tourism management within their jurisdiction in accordance with their respective responsibilities and authority. Article 5 Relevant departments such as industry and commerce, public security, urban construction, health, culture, transportation, environmental protection, labor, technical supervision, and price should strengthen management according to their respective division of responsibilities and promote the development of tourism. Article 6 Tourism operators must operate in accordance with the law, consciously abide by tourism industry standards and regulations, follow the socialist professional ethics of guest first and quality service, strictly implement tourism safety management regulations, and ensure the personal safety and property safety of tourists. Article 7 The Municipal Tourism Bureau and tourism operating units shall conduct on-the-job training and assessment for enterprise management personnel, technical personnel and service personnel, and strictly implement the certificate-based employment system. Article 8 The Municipal Tourism Bureau shall implement an announcement system and advertising supervision system for tourism enterprises. Announcements are divided into opening announcements, change announcements, license revocation announcements, etc. Article 9 Tourists should consciously protect tourism resources and care for tourism facilities. Article 10: Tourists and tourism operators have the right to complain to tourism administrative departments at all levels, the Municipal Tourism Quality Supervision and Management Office and other relevant departments if their legitimate rights and interests are harmed. Chapter 2 Tourist Areas (Spots) Article 11 Tourist Areas (Spots) refer to specific areas for tourists to carry out tourism activities based on natural tourism resources, cultural tourism resources and other man-made landscapes, including tourist resorts, scenic spots Scenic spots, forest parks, cultural relics protection units, entertainment areas, fishing areas and tourist spots, etc.

The planning and establishment of tourist areas (spots) must be in accordance with the city's medium and long-term tourism plan approved by the municipal government, with overall arrangements and reasonable layout, and coordinated with the city's overall urban and rural construction plan. Article 12 New tourist areas (spots) shall be submitted to the Municipal Tourism Bureau and relevant departments for demonstration and joint review in advance. Article 13: In addition to submitting to the relevant municipal departments for approval, specific projects such as the development of tourism resources or artificial landscapes in tourist areas (spots) that have been approved should also be reported to the Municipal Tourism Bureau for record. Article 14: Tourist areas (spots) shall be included in international, domestic and city tourist routes for publicity and promotion based on resource value, environmental quality, traffic conditions, facility status, management level and service quality. Chapter 3 Travel Agencies Article 15 Travel agencies refer to enterprises that have profit-making purposes and are engaged in handling exit, entry and visa procedures for tourists, soliciting and receiving tourists, and arranging food and accommodation for tourists and other tourism services. Article 16 Travel agencies are divided into international travel agencies and domestic travel agencies according to their business scope.

The business scope of international travel agencies includes inbound tourism business, outbound tourism business, and domestic tourism business.

The business scope of domestic travel agencies is limited to domestic tourism business. Article 17 To establish a travel agency, an application must be submitted to the Municipal Tourism Bureau. After approval, a "Travel Agency Business License" shall be issued to the applicant. The applicant shall obtain a business license from the industrial and commercial administration authority with the "Travel Agency Business License" .

Each travel agency must report the industrial and commercial registration status to the Tourism Bureau within 15 days after registration.

Those who have not obtained the "Travel Agency Business License" are not allowed to engage in tourism business. Article 18 Those who apply to establish a travel agency shall pay a full travel agency quality guarantee deposit to the Municipal Tourism Bureau in accordance with the national "Travel Agency Management Regulations". Article 19: Travel agencies shall safeguard the legitimate rights and interests of tourists.

The travel service information provided by travel agencies to tourists must be true and reliable and shall not be used for false advertising. Article 20 When organizing travel, travel agencies should apply for travel accident insurance for tourists.

Travel agencies that solicit and receive tourists should make complete records and save relevant documents and information for verification by the Municipal Tourism Bureau. Article 21 The tour guides hired by travel agencies to receive tourists and the tour leaders hired to organize tourists to go abroad shall hold qualification certificates issued by the tourism administrative departments of the people's governments at or above the provincial, autonomous region, or municipality directly under the Central Government. Article 22 Tour guides are not allowed to ask for tips, accept kickbacks, private commissions, arrange shopping beyond the plan, and are not allowed to take overseas tourists to non-tourism foreign-related designated units for accommodation, dining, shopping, medical treatment, etc. Article 23 Overseas travel agencies or out-of-town travel agencies that establish permanent offices in our city must first go to the Municipal Tourism Bureau to complete the application procedures. This agency can only engage in tourism consultation, liaison, and promotional activities, and is not allowed to operate tourism business. Article 24 Travel agencies must accept the supervision and inspection of their service quality, tourism safety, external quotations, financial accounts, foreign exchange receipts and payments and other operations by tourism administrative departments at all levels.

The Municipal Tourism Bureau conducts an annual inspection of travel agencies every year.
