The import and export license system is one of the foreign trade control methods commonly used in my country and other countries around the world. The process of applying for an import and export trade license is 1. First, you need to confirm the information with the customer: 1. Business license, organizational structure code certificate, tax registration certificate, and scanned copy of bank account opening license. 2. Scanned copy of legal person’s identity certificate, and provide academic qualifications and phone number. 3. Information of the person in charge of customs declaration business (clear scanned copy of identity certificate, academic qualifications, company position, mobile phone number) (can be a legal person or manager of the company, etc.). 4. Financial person in charge (clear scanned copy of identity certificate, academic qualifications, company position, mobile phone number). 5. Customs declaration contact person (clear scanned copy of identity certificate, academic qualifications, company position, mobile phone number). 6. The English name of the company (if it is on the official seal or in the bank information, please keep it consistent), the English translation of the company's registered address, company phone number, fax number, company email (or the email of the person in charge of customs declaration business), and postal code. Remarks: When handling the electronic port, you need the original copy of the legal person's identity certificate, and you need to appoint an operator (which can be the customs declaration contact person. The operator is required to have a stable position, and it is better to be on the job for a long time, so as to avoid frequent changes in personnel), and you need to operate when handling the electronic port. The operator should bring the original identity certificate to the scene. After the application is completed, the operator needs to go to the customs office to collect the information. 2. Establishment process 1. It takes 7 working days for the Foreign Economic and Trade Commission to process the "Registration Form for Foreign Trade Operators" 2. It takes 5 working days for the Customs to process the "Registration Form for Import and Export Consignees and Consignors" 3. Shanghai Entry-Exit Inspection and Quarantine Bureau "Registration and filing of self-service inspection units" takes 1 working day 4. The Administration of Foreign Exchange handles the "Import and Export Enterprise Directory Card" in 1 working day 5. The customs handles customs electronic port registration (legal person card, operator card) in 9 working days 3 , Information required for approval by each bureau (1) The Foreign Economic and Trade Commission handles the "Foreign Trade Operator Registration Form" (Shanghai Foreign Economic and Trade Commission handles it uniformly) 1. Fill out the "Shanghai Foreign Trade Operator Registration Form" online on the Shanghai Trade Development Network (/) Registration Information Form". After filling it out, submit it, print it out, sign and seal it. 2. One copy of business license. 3. One copy of the organization code certificate. 4. A copy of the valid identity document of the legal representative of the enterprise. 5. If the foreign trade operator is a foreign-invested enterprise, it must also submit a copy of the foreign-invested enterprise approval certificate. 6. Individual businesses (sole operators) that handle industrial and commercial registration in accordance with the law must submit a property notarization certificate issued by a legal notary institution: foreign (regional) enterprises that handle industrial and commercial registration in accordance with the law must submit a fund credit certification document issued by a legal notary institution. Note: The above copies must be stamped with the official seal of the company and the originals must be verified. The signature part of the "Shanghai Foreign Trade Operator Registration Information Form" only needs to be signed by the person in charge of the company (legal person or company manager) and needs to be stamped with the official seal. Customs declaration unit’s special customs declaration seal registration form 50*36mm oval seal (company name + special customs declaration seal). 12. Foreign-invested enterprises need 2 copies of the approval certificate and 1 copy. 13. Other documents and materials related to registration. Note: The above copies must be stamped with the official seal of the company, and the originals must be verified. (3) The Shanghai Entry-Exit Inspection and Quarantine Bureau handles the "Self-care Quarantine Registration and Filing" (Pudong Inspection Bureau) 1. Application acceptance location: Room 224 or Room 1125, No. 1208 Minsheng Road, Pudong New Area. 2. Application and acceptance procedures. First, log in to www.eciq.cn to fill out the application, and at the same time print the "Self-care Inspection Unit Registration and Filing Application Form" online. The online application form is valid for 45 days. (1) 1 copy of "Registration and Filing Application Form for Self-Care Inspection and Quarantine Application Units" (with official seal and signature of the legal person). (2) A copy of the company’s industrial and commercial business license stamped with the company’s official seal. (3) A copy of the organization code certificate stamped with the company’s official seal. (4) One copy of supporting documents related to the import and export rights (2 copies of the approval certificate or the "Registration Form for Foreign Trade Operators") (applicable to enterprises with import and export rights). Note: The above copies must be stamped with the official seal of the company and the originals must be verified. (4) The Administration of Foreign Exchange handles import and export enterprise directory cards 1. Application form (with fixed format). 2. One copy of the approval certificate. 3. One copy of the business license. 4. One copy of the organization code certificate. 5. One copy of the foreign trade operator registration form. Remarks: 1. Original plus copy (with official seal). It is best to bring the official seal. There are forms that need to be stamped on the spot. 2. (3) and (4) can be processed at the same time.

China Electronic Port Enterprise Registration Form (i.e. Form No. 1), China Electronic Port Enterprise IC Card Registration Form (i.e. Form No. 2), China Electronic Port Enterprise Registration Form (i.e. Form No. 2), China Electronic Port Enterprise Registration Form One copy each of the Class A business application form (original only required) of the Port Shanghai Card Making Center. Note: 1. Enterprises applying for online payment permissions need to provide online payment business application forms and online payment enterprise IC card registration forms approved by banks and customs; 2. Enterprises applying for paperless manuals, deep processing carryover, and domestic sales taxation need to Provide Shanghai Customs Processing Trade Enterprise Electronic Port IC Card Authorization Application Form; 3. The operator is required to be present and the original Taiwan Compatriot Certificate of the legal person is required. The copy and form must be stamped with the official seal of the company. Although the overall process for applying for an import trade license seems to be very simple and clear, in fact, the company needs to prepare a lot of materials in the early stage, and the company itself cannot engage in import and export trade if it does not meet national requirements. Article 9 of the "Foreign Trade Law" Foreign trade operators engaged in the import and export of goods or the import and export of technology shall register with the foreign trade department of the State Council or its entrusted agency; however, Exceptions are made that do not require filing and registration according to laws, administrative regulations and the foreign trade department of the State Council. The specific measures for filing and registration shall be stipulated by the foreign trade department of the State Council. If a foreign trade operator fails to complete the filing and registration in accordance with the regulations, the customs will not handle the customs declaration, inspection and release procedures for import and export goods.
