The People's Bank of China manages monetary and financial policies, the total amount of RMB currency, formulates monetary policies, manages foreign exchange reserves and gold reserves, and carries out financial macro-control.
The Ministry of Finance mainly manages the country's fiscal policies, that is, the expenditures and taxes of government departments, as well as the management of national debt.
In other words, the People's Bank of China manages China's currency and economy, and the Ministry of Finance manages the government's accounts.
