2. Those who have returned from studying abroad to work in Beijing can be arranged according to the following methods:
(1) Adopt a two-way selection (that is, the overseas students can choose their own units, and the employers can choose their own units) ) and relevant departments to assist in arrangements. Overseas students can work in this city’s state agencies, enterprises and institutions owned by the whole people or collectively, private or joint-stock enterprises, and foreign-invested enterprises. They can also work in institutions in this city’s units abroad (outside the country) or be employed as positions in the country (outside the country). They may work as foreign information clerks, salesmen, etc., or work in foreign diplomatic representative offices in China or foreign enterprise representative offices in Beijing in accordance with the provisions of the municipal government's "Notice" (Jingzhengfa [1991] No. 70).
(2) If you have already identified your work unit before studying abroad, in principle, you can return to your original unit to work. If it is inconvenient to return to the original unit due to various reasons, a two-way selection method can be adopted and re-arrangement can be made through various channels.
(3) Those who have already established a work unit in this city and request to be transferred can be adjusted through a two-way selection method without being restricted by region or department. Anyone who has signed a work contract must strictly implement the contract.
(4) If you are temporarily unwilling or difficult to determine a work unit, you can be temporarily arranged to work in a designated (or agreed) unit with approval, but the work unit must be determined within two years.
3. Overseas students who were expelled from their original unit after going abroad for a delay and not returning, and who were hired by the original unit or new unit and were originally state cadres, can have their cadre status restored. The length of service can be distinguished in different situations. be calculated cumulatively.
4. If the reception of people who have returned from studying abroad is restricted by issues such as Beijing transfer indicators, cadre establishment, planned recruitment indicators, professional and technical title indicators, and total wages, the receiving unit shall report it to the relevant municipal departments for processing. Relevant city departments should help solve the problem in a timely manner.
5. For those who have returned from studying abroad and are approved to work in this city, the household registrations of their spouses and children under the age of 16 can be moved to Beijing with them.
6. Receiving units should give priority to solving the housing problem of returning overseas students. If the employer has difficulty solving the problem, it can use the city government to provide housing and the employer to purchase or pay the rent. People who have returned from studying abroad are encouraged to purchase commercial housing, and relevant departments will give priority to providing housing at preferential prices.
7. Returned overseas students with permanent residence in Beijing who apply for self-established, jointly established technology enterprises or joint-stock enterprises will be given priority for review and approval.
8. Priority will be given to those who have returned from studying abroad (including those who are about to return to work in China) to conduct scientific research on projects that surpass the world's advanced level or fill domestic gaps, develop new technologies, and produce high-tech products. Funding for scientific and technological activities will be provided on project establishment or on a selected basis, with priority given to scientific and technological development and production development fund loans.

While overseas students are abroad, they can invest in the city individually or in the name of a company registered abroad. They can also use their patents, know-how and funds to invest in the city. Various types of enterprises invest in shares.
Overseas students who successfully promote local products to the international market during their stay abroad can be given corresponding remuneration in accordance with international practices; if they introduce projects to this city and achieve economic benefits, they can receive tax from one year. For overseas students who have obtained permanent residence in a foreign country and apply to settle permanently in this city, their personal household items will be allowed to be imported duty-free within a reasonable amount; In terms of personal-use items, they will enjoy the same treatment as foreign resident personnel or foreign experts in foreign permanent institutions, depending on the nature of the employing unit.
For the legitimate income earned by overseas students while working and serving in Beijing, foreign exchange can be purchased at the foreign exchange adjustment price for domestic residents and remitted through banks or taken out of the country with an exit permit issued by the Bank of China.
For those who have returned from studying abroad and apply to leave the country for private purposes, the principle of freedom of movement and movement shall be implemented, and relevant departments shall handle the procedures in a timely manner.
