According to the State Council's "Sanding Plan", the main responsibilities of the State Administration of Foreign Exchange are:

(3) Formulating measures for the administration of the foreign exchange market, supervising and managing the operation order of the foreign exchange market, and cultivating and developing the foreign exchange market; Analyze and forecast the supply and demand situation in the foreign exchange market, and provide suggestions and basis for the People's Bank of China to formulate exchange rate policies.
