Request for instructions and report is a commonly used style in statutory documents. It is also a type of upward official document that is widely used and used frequently. It is also a relatively difficult style. This article is the application report format and sample essay I compiled for everyone, for reference only.
The role of requesting instructions in the work of lower-level agencies is self-evident. However, there are still people who say "make a report" when they need to write a request for instructions, and some even use a made-up "report for instructions" style. This makes it even more necessary to recognize the characteristics of requests for instructions, pay attention to the differences between requests for instructions and reports, and master the writing method of requests for instructions.
Section 1: Overview of Requesting for Instructions
Requesting for instructions is a kind of requesting text that is often used by government agencies. This section focuses on the concept, characteristics and types of requests for instructions and compares them with reports.
1. Concept
The method stipulates: Request for instructions is applicable to requesting instructions and approval from superior authorities. ? Before the General Office of the State Council officially promulgated the "Measures for Handling Official Documents of National Administrative Agencies" in 1987, confusion and errors often occurred in work practice in requesting instructions and reporting. Later, although the state had authoritative regulations, many mistakes still occurred in practice. It should be pointed out that since the State Council improved the standards of document-issuing agencies and issued the "Measures for Handling Official Documents of National Administrative Agencies" on August 24, 2009, the above-mentioned errors cannot be reproduced.
2. Characteristics
The characteristics of the request for instructions can be seen in comparison with the report.
(1) Invitation. A request for instructions is an official document requesting instructions and approval from a higher authority, and the content of the document is requestive. The report is an official document that reports work to the superior authority, reflects the situation, and responds to the inquiry or request of the superior authority. It is descriptive in nature.
(2) Seek restoration. The purpose of the request for instructions is to request approval from a superior to solve a specific problem and require a clear answer. The purpose of the report is to enable superiors to understand the situation in a certain aspect or stage, and does not require approval.
(3) Advancement. The timing of writing a request for instructions is advanced and must be written in advance, and can only be implemented after the superior authority responds. The report can be written after the fact or during the work process, but is generally not written beforehand.
(4) Singleness. The matters requested for instructions are single in nature and require only one document and one matter. The report can be one article and one thing, or it can be one article and several things.
3. Type
The classification of requests for instructions is mainly based on the purpose and content of the writing. Usually can be divided into two types.
(1) Matter-specific requests for instructions. This kind of request for instructions is a request from a lower-level agency to ask a higher-level agency to review and approve a certain item or carry out a certain work, and it is an approval request. This kind of request for instructions is mostly used for matters such as organizational establishment, establishment approval, personnel appointments and removals, important decisions, major decision-making, large-scale project arrangements, etc. According to regulations, the authority at this level has no authority to decide on these matters and must seek approval from the superior authority.
When lower-level agencies encounter matters that are difficult to solve in terms of human, material, financial and other aspects of their work, they can also use requests for instructions from higher-level agencies to provide help and support. This is also a matter-of-fact nature.
(2) Policy requests. Lower-level agencies often encounter problems in their work where a certain guideline or policy is not clear or understood, or they encounter new problems and situations. To clarify and solve these problems, you can use the form of a request for instructions, put forward suggestions for solutions, and request clear explanations and instructions from the superior authority.
Section 2: Writing Requests for Instructions
The writing and structure of requests for instructions should be relatively standardized in administrative documents.
1. Writing method
The request for instructions includes the title, the main sending agency, the main text and the signature, and the structure is complete and standardized.
(1) Title. The title of the request should generally state: "Issuing authority + reason + genre". The issuing authority can sometimes be omitted, such as the aforementioned "Request for Instructions on the Listing of Danxia Mountain Scenic Area as a National Key Scenic Area". When writing the title, be careful not to write "Request for Instructions" as "Report" or "Request for Instructions Report", and do not repeat words such as "Application" and "Request" in the original reason.
(2) Text. The text of the request must include three parts: reasons, matters, and conclusion.
1. Reason. The reason for requesting instructions is the matters requested and the reasons and basis for the request. You must first explain the reasons clearly, and then write down the matters and requirements for instructions, so that everything can be done smoothly. The reason is very important. It is related to whether the matter is established and feasible. Of course, it is related to the attitude of the superior authority in requesting approval. Therefore, the reasons are often very complete, and the basis, circumstances, significance, effects, etc. must be written.
2. Matters. Including methods, measures, ideas, opinions, etc. The matters requested for instructions must comply with laws and regulations, be realistic, and be feasible and operable. Therefore, matters must be written specifically and clearly. If the content of the matters requested for instructions is relatively complex, it is necessary to prioritize and write them out one by one. The organization should be clear and the key points should be highlighted. Note: The matter is simple and often combined with the conclusion into one sentence. For example, the last sentence of "Request for Instructions on Listing Danxia Mountain Scenic Area as a National Key Scenic Area": ??"We are now applying to list the Danxia Mountain Scenic Area as a national key scenic area, please review and approve it." ? The matters requested should avoid unclear and unspecific situations and situations where the reasons and matters are mixed together.
Otherwise, we will miss the point and we will not know what problem is being asked to be solved.
3. Conclusion. The conclusion of the request for instructions includes: "Please reply to the above request for instructions", "If there is nothing wrong with the above request for instructions, please reply to", etc. The conclusion is an essential part of the request for instructions and cannot be omitted, let alone vague.
2. Requirements
(1) One article, one thing. A request for instructions can only write one thing. This is stipulated in the "Measures" and is also a need for practical work. If there are too many things in one article, the receiving agency may not be able to approve it.
(2) Single-head request for instructions. Requests for instructions can only be sent to a higher-level leadership agency or competent department. If necessary, a copy can be sent to the relevant authorities. This can avoid the phenomenon of buck-passing and wrangling.
(3) Do not ask for instructions beyond the level. In this regard, requests for instructions are the same as other administrative documents. If due to special circumstances or emergencies it is necessary to request instructions beyond the next level, a copy of the request must be sent to the direct superior authority at the same time. Except for matters directly assigned by individual leaders, requests for instructions are generally not sent directly to individual leaders.
(4) Do not copy subordinates. The request for instructions is an official document from above. When writing the document, a copy must not be sent to the subordinates at the same time to avoid confusion in the work. It is also not allowed to require the lower-level agencies to carry out matters that have not been approved and approved by the higher-level agencies.

Municipal People’s Government:
This year 4 On March 7, the xx Municipal Party Committee and Municipal Government's "Decision on Accelerating the Development of Tourism" (No. This allocation ratio is increased from the original 5% to 10%. In this regard, our committee believes that this measure will undoubtedly help raise funds and promote the development of tourism. However, the original purpose of collecting tourism and transportation construction surcharges was mainly to raise subway funds. Now it is necessary to increase the allocation ratio of tourism special funds to transportation construction surcharges, which will inevitably reduce the source of local funds. The annual investment in subway project construction is as high as 3 billion yuan, and the financing task is very arduous. This year, the subway's funding gap is even larger, and more funding sources need to be explored. Therefore, any reduction in raising subway funds will prolong the construction period and increase investment, which is not conducive to project construction.
In view of this, our committee recommends that during the subway construction period, we postpone the increase in the allocation ratio of special tourism funds in transportation construction surcharges, and still implement the ratio of special tourism funds accounting for 5% of transportation construction surcharges. The distribution ratio remains unchanged.
This is a special request for instructions, please approve.
