According to the website of the Ministry of Commerce on September 28th, the Ministry of Commerce, the General Administration of Customs, the State Administration of Taxation, the General Administration of Quality Supervision, Inspection and Administration of Foreign Exchange issued a notice on promoting the healthy development of foreign trade comprehensive service enterprises. The "Notice" defines the comprehensive service enterprise for the first time, which provides a prerequisite for relevant departments to introduce policies and measures.

In order to solve the problems of clear identity and clear responsibilities of comprehensive service enterprises, the five departments adhere to the principles of striving for progress while maintaining stability, equal rights and responsibilities, and controllable risks, innovate the supervision mode, and put forward measures such as promoting information sharing and joint supervision, improving the management measures of export tax refund (exemption) of comprehensive service enterprises, and strengthening credit classification management.

The circular also requires local authorities to guide comprehensive service enterprises to strengthen their sense of responsibility, strengthen risk management and control, strengthen trade authenticity audit, and encourage comprehensive service enterprises to actively innovate services, products and business models to improve service levels.
