Article 1 In order to standardize the management of Guangxi Qinzhou Bonded Port Area and promote the open development of Guangxi Beibu Gulf Economic Zone, these Measures are formulated in accordance with relevant laws and regulations and the Reply of the State Council on Agreeing to Establish Guangxi Qinzhou Bonded Port Area (Guo Han [2008] No.48).

These Measures shall apply to the management, development, construction and operation of Qinzhou Bonded Port Area (hereinafter referred to as Bonded Port Area) in Guangxi. Article 2 The specific scope of the bonded port area shall be implemented in accordance with the Reply of the State Council on Agreeing to Establish Qinzhou Bonded Port Area (Guo Han [2008] No.48). Article 3 The construction and development of bonded port areas should adhere to system innovation and try first, and build them into special customs supervision areas with perfect functions, loose policies, efficient operation, beautiful environment and high openness. Article 4 Autonomous regions and Qinzhou City shall formulate preferential policies and promotion measures to support the construction and development of bonded port areas in terms of policies, planning, projects, land, finance and taxation, funds and talents. Article 5 Increase the investment of governments at all levels in bonded port areas, and implement and improve relevant fiscal and taxation preferential policies. Article 6 Guangxi Qinzhou Bonded Port Area Management Committee (hereinafter referred to as the Administrative Committee) is the dispatched office of the people's government of the autonomous region responsible for the management of the bonded port area, and is responsible for coordinating and cooperating with the management of ports, customs, inspection and quarantine, maritime affairs, border inspection, ports, industry and commerce, environmental protection, taxation, foreign exchange, public security and other relevant departments in the bonded port area.

With the approval of the relevant departments, the CMC can set up and adjust the relevant management institutions and give them corresponding management responsibilities. Article 7 Public security, fire fighting, port management, shipping, water traffic and road traffic safety management in bonded port areas shall be implemented by relevant administrative departments in accordance with relevant laws, regulations and rules. Article 8 According to the authorization of the people's government of the autonomous region or the entrustment of the people's government of the autonomous region and the relevant departments of Qinzhou City, the administrative committee may implement the following administrative examination and approval in the bonded port area:

(1) Examination and approval of foreign-invested projects;

(two) the approval and filing of investment projects and the examination and approval of feasibility study reports and preliminary designs;

(three) the examination and approval of the construction project site selection opinions, the construction land planning permit and the construction project planning permit;

(4) Examination and approval of the use of state-owned land and sea use for construction projects;

(five) examination and approval of construction projects, construction project design and construction projects;

(six) the examination and approval of temporary occupation of roads, road excavation, construction waste and engineering residue discharge and disposal;

(seven) other administrative examination and approval determined by the people's Government of the autonomous region.

The CMC shall record the implementation of administrative license to the entrusted administrative department; The entrusted administrative department shall guide and supervise the implementation of administrative licensing matters by the CMC. Article 9 The CMC shall set up a place for centralized handling of administrative examination and approval matters in the bonded port area, and implement a system of one-window acceptance, centralized handling, time-limited completion and tracking service. Article 10 With the approval of the people's government of the autonomous region, the administrative committee may exercise the power of administrative punishment relatively centrally. Eleventh CMC should organize the preparation of bonded port industrial development planning and regional construction planning, and linked with the relevant planning of Qinzhou City, after the approval of the people's Government of the autonomous region.

The development and construction of bonded port areas shall conform to the industrial development planning and regional construction planning of bonded port areas. Article 12 The establishment of an enterprise in a bonded port area shall be reported to and approved by the relevant administrative departments in accordance with the law before it can be registered, and the administrative committee shall organize the relevant administrative departments to handle it centrally. The administrative department for industry and commerce shall complete the formalities for examination and approval of enterprise registration within 7 working days from the date of acceptance. Thirteenth bonded port management agencies should implement the service commitment system, and publish the organization establishment, functions, procedures and commitments on the public website of the CMC to provide efficient and convenient services for enterprises. Article 14 The CMC shall organize and coordinate customs, inspection and quarantine, maritime affairs, border inspection and other units stationed in the bonded port area, establish a joint supervision and coordination mechanism for the bonded port area, coordinate the supervision of various supervision departments on the bonded port area, innovate the port supervision system, and improve the customs clearance efficiency. Fifteenth to establish a joint inspection mechanism, it is necessary to inspect the inbound and outbound goods, ships and personnel, and the customs, inspection and quarantine, maritime affairs, border inspection and other departments shall conduct inspections as necessary. Article 16 People and means of transport entering and leaving the bonded port area shall pass through the designated channels with special certificates issued by the Administrative Committee. The CMC is responsible for coordinating customs, border inspection, inspection and quarantine and other relevant units to ensure the safe, orderly and convenient passage of people and means of transport entering and leaving the bonded port area. Article 17 The development and operation units of bonded port areas designated by the people's government of the autonomous region shall enjoy the right of development and construction of bonded port areas and the right to use, operate and profit from the invested projects, and shall be responsible for the maintenance of non-operating infrastructure and supervision facilities, the operation and management of operating facilities and other logistical support. Article 18 The CMC is responsible for organizing the land reserve and management in the bonded port area. Article 19 The CMC, together with customs, inspection and quarantine, maritime affairs, border inspection, ports and other units, will promote the informatization construction of bonded port areas, release public information of bonded port areas in a timely manner, and realize the integration and sharing of information resources in bonded port areas.
