What information do newly established foreign-funded enterprises need to bring to SAFE for filing?
The documents required by local departments may be slightly different, but they are basically the same.

Customs: Generally, foreign-invested enterprises register the consignor and consignor of import and export goods.

The following documents shall be submitted:

(1) Copy of business license of enterprise as a legal person (sole proprietorship, partnership or individual industrial and commercial households shall submit business license);

(2) A photocopy of the registration form for foreign trade operators (except as otherwise provided by laws, administrative regulations or the Ministry of Commerce);

(3) A copy of the articles of association of the enterprise (non-enterprise legal person need not submit it);

(4) A copy of the tax registration certificate;

(5) A copy of the bank account opening certificate;

(six) a copy of the organization code certificate;

(seven) the registration form of the customs declaration unit and the registration form of the management personnel of the customs declaration unit;

(8) Other documents and materials related to registration.

Foreign-invested enterprises shall also submit the Approval Certificate of Foreign-invested Enterprises in People's Republic of China (PRC) when registering.

2. Apply for tax registration certificate:

(1) Business license, approval certificate or other approved practice certificate;

(2) Relevant contracts, articles of association and agreements;

(3) Certificate of uniform code of organization;

(four) the identity card, passport or other legal documents of the legal representative or person in charge or the owner.

Other relevant documents and materials that need to be provided (capital verification reports are required in some places) shall be determined by the tax authorities of provinces, autonomous regions and municipalities directly under the Central Government.

3. Apply for foreign exchange registration certificate:

(a) the approval documents and certificates of the establishment of the enterprise by the examination and approval authority;

(2) The Business License of People's Republic of China (PRC) Enterprise as a Legal Person issued by the State Administration for Industry and Commerce and its copy;

(3) The enterprise contract and articles of association that have been approved and come into effect;

(4) Other documents required by the foreign exchange bureau.

The above materials are published in accordance with the relevant national regulations and the websites of relevant departments, but the local authorities need to be consulted for specific conditions, and some application forms can only be obtained from the websites or on-site of local authorities.
