(three) according to the overall planning and control planning approved by the Municipal People's government, organize the preparation of detailed planning of the development zone, and be responsible for organizing the implementation and management.
(four) according to the national, provincial and municipal guidelines, policies and regulations on the development zone, formulate supporting policies, management measures and implementation details applicable to the development zone.
(five) the development and construction units and economic entities in the development zone, macro management and coordination, and do a good job in service.
(6) Examining and approving investment projects entering the Development Zone.
(seven) to carry out international economic and technological cooperation and exchanges, explore the international market, and handle the relevant foreign affairs of the development zone in accordance with the provisions.
(eight) responsible for coordinating the work of municipal departments and units related to the development zone.
Responsible for gradually establishing and improving the socialized service system of industry and commerce, taxation, customs, commodity inspection, public security, finance, insurance, law, accounting, auditing, technical supervision, technical consultation and talent exchange in the Development Zone in conjunction with relevant departments, and coordinating and supervising the work of branches of various departments in the Development Zone.
(nine) to establish and manage various public services in the Development Zone.
(ten) to complete other tasks assigned by the Municipal People's government. Article 10 The power of the management committee
(1) The Administrative Committee exercises the management authority granted by the Municipal People's Government in the Development Zone and implements unified management of the Development Zone.
(2) Examining and approving investment projects with an investment of 30 million yuan or less than10 million dollars and technology import projects with an investment of less than 2 million dollars.
(three) according to the needs of the work, organize the relevant departments of the city to work together to deal with the relevant matters of the development zone.
(four) to decide on the internal structure and the appointment of staff. Branches set up by various departments in the development zone accept the dual leadership of the competent department and the management Committee.
(five) to examine and approve the urban household registration and rural indicators cut by the municipal government to the development zone.
(six) to coordinate and handle the import and export business and related foreign-related matters in the Development Zone. Review the entry and exit of personnel in the development zone.
(seven) to exercise other functions and powers granted by the Municipal People's government. Chapter III Investment and Project Management Article 11 The Development Zone shall focus on establishing and introducing the following productive projects:
(a) the technology and technology are advanced internationally and domestically or urgently needed at home;
(2) The products are mainly exported;
(3) products can replace imports and achieve foreign exchange balance;
(four) the use of the unique resources of our province, especially in the border areas, to produce products with domestic and foreign markets and promote the development of related industries in Yunnan Province and Kunming City. At the same time, the development zone encourages domestic and foreign companies, enterprises, other economic organizations or individuals to hold tertiary industry projects such as commerce, trade, finance, information, scientific research and services. Twelfth development zones shall not set up the following projects:
(a) backward technology or outdated equipment;
(2) polluting the ecological environment;
(3) Prohibited or restricted by the government of China. Thirteenth domestic and foreign investors can invest in the development zone in the following ways:
(1) Sino-foreign joint ventures;
(2) Sino-foreign cooperative operation;
(3) Wholly foreign-owned operation;
(four) domestic independent operation or domestic joint operation;
(5) Compensation trade;
(6) lease;
(seven) to buy bonds and stocks in the development zone;
(eight) other ways permitted by laws and regulations of China.
