Telephone banking does not need to hold a "remote card/account" to add a "remote card/account". Remote accounts (whether yours or someone else's) can only be transferred in, not transferred out.

10. To use mobile banking to transfer money and remit money, you must first register the mobile banking (SMS) service, and open the mobile banking authority for external transfer at ICBC outlets.
