The "Decision" puts water conservancy work in a more prominent position in the development of the cause of the party and the state, and requires efforts to speed up the construction of farmland water conservancy and promote the leap-forward development of water conservancy. (2) Accelerating water conservancy development urgently needs financial support from China Development Bank. In the coming 10 year, the central and local water conservancy construction tasks are very important, and the construction fund gap is large. It is urgent to use fiscal policy and monetary policy comprehensively to guide banks.

Industrial financial institutions will increase water conservancy credit funds and effectively enhance water conservancy support and security capabilities. The CPC Central Committee and the State Council put forward clear requirements for strengthening financial support for water conservancy construction, especially pointing out: "Encourage banking financial institutions such as China Development Bank to further increase credit funds for farmland water conservancy construction." To conscientiously implement the spirit of the Decision, we must regard bank support for water conservancy construction as an important long-term task, earnestly strengthen financial and credit support for water conservancy construction, make good use of sufficient credit funds for water conservancy construction, and accelerate the pace of water conservancy construction. Expand the scope of water conservancy projects supported by China Development Bank (III) China Development Bank actively supports water conservancy construction and actively innovates and develops credit products for water conservancy construction. Vigorously strengthen credit support for water conservancy construction, especially for the successful completion of large-scale water conservancy for people's livelihood, weak links in water conservancy that restrict the development of national economy and water conservancy infrastructure construction tasks related to economy, ecology and national security. This kind of project mainly includes river regulation, urban flood control and drainage project, seawall construction and cross-border river regulation, small and medium-sized river regulation, dangerous reservoir reinforcement, mountain flood geological disaster prevention, farmland irrigation and drainage project, small-scale farmland water conservancy project, pastoral water conservancy project, soil and water conservation project, water resources protection project, flood control and drought relief emergency, command and dispatch system, water resources management information system and so on. (5) Increase support for quasi-public welfare projects that undertake not only public welfare tasks such as flood control and drainage, but also operational tasks such as water supply and hydropower generation. Such projects mainly include water source projects, inter-basin and regional water transfer projects, irrigation area construction, etc.

Set up and continue to build supporting facilities and water-saving renovation projects, irrigation and drainage pumping station renovation projects, rural village hydropower and rural power grid renovation projects, rural drinking water safety projects, centralized water supply projects, etc.
