Institutional responsibilities of China Civil Aviation East China Regional Administration

1. Office (Foreign Affairs Office, Hong Kong, Macao and Taiwan Affairs Office, Emergency Management Office)

Assist the leaders of the regional administration to handle daily administrative affairs, comprehensively coordinate, supervise and inspect the government affairs of the organs of the regional administration; Responsible for secretarial, confidential, confidentiality, archives, letters and visits, administrative management, open government affairs, e-government, etc.; Responsible for the foreign affairs management and reception of the regional administration; To undertake the organization and coordination of civil aviation emergency work and major issues within its jurisdiction; Handle civil aviation affairs involving Hong Kong, Macao and Taiwan within the jurisdiction as authorized.

2. The Aviation Safety Office

comprehensively manages the civil aviation safety within its jurisdiction; To organize the investigation and handling of general civil aviation flight accidents, ground accidents, flight accident symptoms and other unsafe incidents within its jurisdiction; Participate in the investigation and handling of heavy and extraordinarily serious transportation flight accidents within its jurisdiction; Issue safety instructions and safety notices; Responsible for the collection, analysis and release of civil aviation safety information within its jurisdiction; According to the provisions of the organization within the jurisdiction of the safety assessment work and undertake aviation safety rewards and punishments; Organize and guide aviation safety education and aviation safety management research within their respective jurisdictions; To undertake the daily work of the Aviation Safety Committee of the Regional Administration.

3. The Policy and Regulation Department

is responsible for leading the legal counsel and legal affairs of the regional administration; Put forward policy suggestions; Responsible for the legal review of the policies, regulations and draft contracts of the regional administration; To organize and supervise civil aviation administrative law enforcement within its jurisdiction; To be responsible for the examination and implementation of administrative punishment within its jurisdiction; Responsible for the management of civil aviation administrative law enforcement inspectors within their respective jurisdictions; To guide the legal work of civil aviation enterprises and institutions within their jurisdiction; Responsible for the relevant work of industry reform within the jurisdiction, review the joint merger and restructuring of enterprises and airports, and accept the complaints of unfair competition between enterprises and airports; Responsible for the management of social organizations within the jurisdiction with the regional administration as the competent business unit.

4. The Planning and Statistics Department (Office of Energy Conservation and Emission Reduction)

studies and puts forward the development plan of civil aviation in the area under its jurisdiction, and puts forward suggestions on the layout of civil airports, airport and route construction planning and route development; To be responsible for the preliminary examination of projects such as new construction, reconstruction, expansion and relocation of civil airports within its jurisdiction; Responsible for the audit or approval and supervision of the use of government fund subsidies for civil airports within their jurisdiction; To undertake the evaluation of the purchase and lease of aircraft projects within its jurisdiction; Responsible for the statistical work of industry information within the jurisdiction; To be responsible for the management of fixed assets investment, capital construction, technological transformation, utilization of foreign capital and other planned projects of the regional administration and its subordinate units; To be responsible for the supervision of charges of civil aviation enterprises and institutions within their jurisdiction and the related work of aviation fuel supply guarantee; Responsible for the supervision and management of international bidding for civil aviation mechanical and electrical products within its jurisdiction; To undertake the management of energy conservation and emission reduction in the civil aviation industry within its jurisdiction.

5. The Finance Department

is responsible for the asset management, fund management and foreign exchange quota management of the directly affiliated units; To supervise and manage the use of special state financial funds within its jurisdiction; Responsible for the management of financial budget and final accounts of directly affiliated units and the statistical work of financial information within their respective jurisdictions; Responsible for the government procurement of directly affiliated units; Responsible for the financial and fund management of fixed assets investment projects of directly affiliated units; Supervise and inspect the financial management of the directly affiliated units, and be responsible for organizing the examination and approval of the final accounts of civil aviation capital construction projects within the authority of the Administration; Responsible for the supervision of administrative charge within its jurisdiction; Assist in the collection of government funds; Responsible for the daily financial management of the regional administration; To undertake the economic responsibility audit and outgoing audit of relevant leading cadres.

6. The Personnel Science and Education Department

manages and guides the personnel, labor wages, organization establishment, social insurance, training and education, intelligence introduction, science and technology of the organs and directly affiliated units of the regional administration; Manage the leading cadres of directly affiliated units according to the prescribed authority; Responsible for the recruitment, assessment, appointment and deployment of civil servants in regional administration organs and their dispatched institutions; Organize the implementation of civil aviation science and technology projects within its jurisdiction and coordinate the popularization and application of scientific and technological achievements; Responsible for the information management of civil aviation and the supervision of network and information security within its jurisdiction; To undertake the work related to the evaluation of civil aviation subject series titles within the jurisdiction, and coordinate the industry training and talent team building within the jurisdiction.

7. Transportation Management Office (National Defense Mobilization Office)

Supervise and manage the civil air transport (including international air transport) market within its jurisdiction, and participate in the supervision of fees charged by civil aviation enterprises and institutions; Examining the application for business license of air transport enterprises within their jurisdiction; Examining and approving air transport enterprise routes and overtime and charter applications according to the prescribed authority; Responsible for the market access, supervision and management of air transport ground service and computer reservation system within its jurisdiction; To manage civil aviation consumer affairs within its jurisdiction, and be responsible for the supervision and management of consumers' acceptance of complaints against air transport enterprises within its jurisdiction; To manage the national defense mobilization of civil aviation within its jurisdiction; Organize and coordinate major, special and emergency transportation aviation rescue and relief work within its jurisdiction; Supervise and manage the safety of civil air passenger and cargo transportation and the air transportation of dangerous goods within its jurisdiction.

8. The General Aviation Department

supervises and manages the general aviation market within its jurisdiction; Be responsible for the business license management of general aviation enterprises within the jurisdiction, handle the registration of non-operating general aviation within the jurisdiction and implement supervision; Organize and coordinate major, special and urgent general aviation rescue and relief work within its jurisdiction.

9. The Flight Standards Division

is responsible for the implementation of the operational qualification examination and supplementary examination and approval of civil aircraft operators within the jurisdiction and continuous supervision and inspection; To handle the qualification examination and approval of flight training institutions within its jurisdiction; Responsible for the qualification management of civil aviation flight personnel and crew members within their respective jurisdictions.

1. The Department of Examination and Supervision of Foreign Airlines

is responsible for the operation qualification examination and continuous supervision and inspection of foreign and public air transport carriers in China's special administrative regions within the prescribed scope, and is responsible for coordinating the supervision and inspection of other regional civil aviation administrations on foreign airlines that have carried out the operation qualification examination and approval.

11. The Aviation Health Department

supervises and manages the civil aviation health work within its jurisdiction, and is responsible for the physical examination and appraisal of civil aviation personnel within its jurisdiction, and examines and issues medical examination certificates; To examine the qualifications of the appointed representatives of civil aviation medical examination units and civil aviation medical examination personnel within their jurisdiction, and supervise and inspect their work; To be responsible for reviewing the emergency rescue plan of the civil transport airport and the implementation plan of the domestic traffic health and quarantine regulations within its jurisdiction, and to carry out supervision and inspection.

12. The Navigation Administration Office

reviews and approves various emergency procedures such as civil aviation flight procedures, minimum operating standards and low visibility operating procedures within its jurisdiction; To undertake the verification flight test of relevant flight procedures and the application and promotion of new technologies; Responsible for the supervision of shipping agency work within the jurisdiction; To be responsible for examining the qualifications of appointed representatives of civil aviation flight dispatchers within the jurisdiction, and to supervise and inspect their work; Examining and approving relevant documents on operation control of civil aviation operators within their jurisdiction as authorized, and supervising and inspecting the implementation; To handle the qualification examination and approval of flight dispatcher training institutions within its jurisdiction; Responsible for the qualification management of flight dispatchers within the jurisdiction.

13. Airworthiness Maintenance Department

examines and approves the aircraft maintenance scheme, reliability scheme, modification scheme and operation requirements of special installed equipment of civil aircraft operators within their jurisdiction; Examining, approving or approving the airworthiness certificate and special flight certificate of civil aircraft operators in charge of aircraft within their respective jurisdictions, and conducting supervision and management, and investigating and handling reports on difficulties in use; Examining and approving the maintenance license of civil aircraft maintenance units within their jurisdiction and implementing supervision and management, and being responsible for the examination of foreign maintenance units undertaking the maintenance of China registered aircraft and its components as authorized; Responsible for the qualification examination and approval of maintenance personnel training institutions within the jurisdiction; Responsible for the relevant work of reviewing the initial maintenance outline of civil aircraft as authorized; Responsible for the qualification management of aircraft maintenance personnel within the jurisdiction.

14. The airworthiness certification department

conducts model qualification certification and production license certification for aircraft and its parts, airborne equipment and materials as authorized; Issuing airworthiness instructions for civil aviation products; Handling matters related to the issuance of initial standard airworthiness certificates for civil aircraft; Responsible for the engineering examination and approval of the modification scheme, special repair scheme and over-manual repair scheme of civil aircraft; Responsible for the airworthiness certification of aviation fuel and civil aviation chemical products as authorized; To manage the qualifications of the appointed representatives; Responsible for the civil aviation standard measurement work within the jurisdiction.

15. The Airport Management Office

examines and approves the master plan and permit of civil airports (including the civil part of the military-civilian airport, the same below) within its jurisdiction and the application for the opening of the military-civilian airport to civil aircraft; To supervise and inspect the safe operation, clearance management, environmental protection and emergency rescue work of civil airports within their jurisdiction; Review and submit the site selection report of the newly-built civil airport within its jurisdiction; Responsible for the design review, project quality supervision and industry acceptance of civil airport professional engineering construction projects within the jurisdiction, and supervise and manage the non-stop construction; Responsible for the management of civil aviation bidding within its jurisdiction (except the international bidding management of mechanical and electrical products); Supervise and inspect the implementation and safe operation of the market access rules of aviation oil enterprises within their jurisdiction; Responsible for the supervision and management of consumers' acceptance of airport complaints within their jurisdiction.

16. The Air Traffic Control Division

is responsible for organizing the supervision and management of the use of civil aviation airspace, air traffic control, navigation information operation and safety within its jurisdiction; To be responsible for the qualification management of controllers and navigation intelligence personnel within the jurisdiction; Organize and coordinate the allocation of resources such as flight time and airspace capacity within the jurisdiction; Organize and coordinate the search and rescue work of special planes, important flight support and civil aircraft within the jurisdiction; Make suggestions on the development and construction planning of civil aviation air traffic control, airspace and navigation information within the jurisdiction, and follow up the implementation.

17. Communication, navigation and monitoring department

is responsible for organizing the supervision and management of the operation and safety of communication, navigation and monitoring within its jurisdiction; Responsible for the administrative licensing management and personnel qualification management of communication, navigation and monitoring facilities and equipment within the jurisdiction; To undertake civil aviation radio management matters within its jurisdiction; Put forward suggestions on the development and construction planning of communication, navigation and surveillance within the jurisdiction, and follow up the implementation.

18. Aviation Meteorological Department

is responsible for organizing the supervision and management of aviation meteorological operation and safety within its jurisdiction; Responsible for the administrative licensing management and personnel qualification management of aviation meteorological facilities and equipment within the jurisdiction; Put forward suggestions on the development and construction planning of aviation meteorology within its jurisdiction, and follow up the implementation.

19. The Public Security Bureau

guides, supervises and inspects the air defense safety work of civil aviation and the security inspection, fire fighting and public security work of civil airports within its jurisdiction; To review the security plans of civil airports and air transport enterprises within their jurisdiction and the plans for preventing and handling robberies, plane bombings or other emergencies; To guide the organization and coordination of the investigation of relevant criminal and public security cases, and to guide the relevant security, national security and anti-terrorism work; To guide and inspect the work of special plane security within the jurisdiction; To supervise and inspect the safety and security facilities of civil airports within their jurisdiction; Guide, supervise and inspect the issuance and management of pass documents in the control area of civil airports; According to the authorization, conduct aviation security audit on civil airports within the jurisdiction; To be responsible for the air defense safety supervision of the provinces (autonomous regions and municipalities) where the regional administration is located and the comprehensive management of internal security, fire prevention and public security of the organs of the regional administration.

2. Party Committee Office (Office of Party Committee and Youth League Committee)

Responsible for the ideological and political work and spiritual civilization construction of the Regional Administration Bureau and its directly affiliated units, and undertake the party organization construction and publicity and education work of the Regional Administration Bureau and its directly affiliated units, as well as the Youth League. Responsible for the United front work of the regional administration.

21. The trade union office

is responsible for the trade union work of the regional administration and its directly affiliated units; Guide the work of civil aviation trade unions within their jurisdiction and safeguard the legitimate rights and interests of employees.

22. The Discipline Inspection and Supervision Department

implements inner-party supervision and administrative supervision in accordance with party constitution and relevant regulations, accepts complaints and appeals against the objects of inspection and supervision, and investigates and handles cases in which the objects of inspection and supervision violate Party discipline and political discipline.

23. The retired cadres' office

organizes activities such as political study for retired cadres of regional administrations; Responsible for the arrangement of medical care, welfare, rest and car use services for retired cadres of the regional administration; To handle the funeral and rehabilitation of retired cadres of the regional administration; To inspect and guide the work of retired cadres of directly affiliated units; Responsible for the statistics, letters and visits of retired cadres.
