Article 5 The subsidy for teachers going abroad in hard areas shall be determined according to the degree of hardship in the country where they go. A class of areas do not enjoy subsidies for hard areas, and two to five types of areas enjoy subsidies for hard areas. These standards are:
Category II area: $80 per person per month;
Category III areas: per person per month 150 USD;
Four types of areas: 200 dollars per person per month;
Five regions: $250 per person per month.
(See Annex for the classification of regions) Article 6 The foreign salaries and subsidies of teachers going abroad in difficult areas shall be calculated on the day they leave and arrive in China. Article 7 If a teacher who goes abroad has worked abroad for less than one month, the salary and subsidy abroad shall be calculated according to the actual number of days abroad, and the daily salary and subsidy shall be calculated on a monthly average. Article 8 Foreign salaries and subsidies for teachers going abroad are paid in US dollars, which are remitted to our local embassy by the State Education Commission before going abroad or after arriving in the country where they go, and then handed over to the teachers going abroad by the embassy; If the local embassy cannot withdraw US dollars, the embassy will withdraw the currency of the host country to pay the teachers' daily expenses abroad, and their salaries and subsidies abroad will be settled according to the regulations after returning home. Article 9 The domestic salary of teachers going abroad shall be stopped from the date of leaving the country and turned into file salary, and the file salary standard shall be uniformly formulated by the State Education Commission. Foreign salaries and subsidies are suspended for teachers who go abroad to return to China temporarily or on official leave. If the time for returning to China is within the prescribed time limit, the State Education Commission shall be responsible for issuing file wages; If the time limit exceeds the prescribed time limit, the file salary will be stopped. Article 10 If a teacher who goes abroad dies abroad, his salary and allowance abroad shall be stopped from the month following his death. If the host country gives a pension, it must first offset the medical expenses that should be borne by the individual according to the regulations, and the rest will be owned by the family. Article 11 The "prescribed time limit" in this article shall be determined by the State Education Commission in accordance with relevant regulations. Article 12 During the working period of foreign teachers, foreign salaries and subsidies shall be calculated and paid according to the standards in Articles 4 and 5. If the teaching income earned by teachers abroad exceeds their salary standard, the excess shall be turned over to the State Education Commission; It is lower than my salary standard, and the insufficient part is made up by the State Education Commission. Article 13 The local currency of overseas income of teachers going abroad is non-US dollar free foreign exchange (such as French franc, British pound and Japanese yen). ). If the actual income in US dollars is obtained, it shall be calculated according to the conversion rate of local currency to US dollars in the month when the income is obtained, and the foreign exchange shall be settled in accordance with the provisions of Article 12 after returning to China. Article 14 The local currency of the overseas income of teachers going abroad is non-free foreign exchange, which shall be used for all expenses (including public expenses and personal expenses) during their stay abroad, except for being converted into US dollars according to the provisions of Article 13. If there is a balance between income and expenditure, it should be converted into dollars and brought back to China. If it can't be converted into dollars or other free foreign exchange and brought back to China, it will be handed over to our local embassy before returning to China, and the embassy will issue a certificate to transfer the money to the teacher; If domestic teachers are no longer sent to take over, the embassy will accept it in whole or in part as needed, issue a receipt for payment, convert it into RMB according to the domestic exchange rate on the payment date, and entrust the Ministry of Foreign Affairs to pay RMB in China. Foreign salaries and subsidies of teachers going abroad shall be settled according to regulations after returning to China. Article 15 The exchange rate between the local currency and the US dollar shall be implemented according to the internal exchange rate stipulated by the Ministry of Foreign Affairs on the settlement date. Sixteenth teachers going abroad shall be paid and subsidized after going abroad, and the expenses for going abroad for teachers going abroad shall be implemented in accordance with the following provisions:
(a) the following expenses shall be borne by the individual:
1. meals;
2. Water, electricity and gas fuel costs;
3. Telephone and telex charges;
4. Transportation expenses (including gasoline expenses);
5. Communication costs;
6 video recorders, tape recorders and other household appliances purchase fees;
7. Fees for books and materials;
8. Notarization and certification fees;
9. Other expenses that should be borne by individuals.
(2) The following expenses shall be reimbursed by the government:
1. The rental fee is charged according to the specified standard;
2. Approve the expenses for teachers to buy cars and motorcycles;
3. Driving license fee of the host country;
4. Purchase fees for household appliances such as air conditioners, televisions and refrigerators in teachers' dormitories;
5. Remuneration for hiring local drivers and doormen upon approval according to local actual needs.
