1. Recruiting people to exchange dollars in large quantities belongs to buying and selling foreign exchange privately. According to Article 45 of the Regulations on Foreign Exchange Control in People's Republic of China (PRC), if a large amount of foreign exchange is bought or sold in disguised form, reversed or illegally introduced, the foreign exchange administration authorities shall give a warning, confiscate the illegal income and impose a fine of less than 30% of the illegal amount.

2. If the circumstances are serious, a fine of not less than 30% but not more than the equivalent of the illegal amount shall be imposed. If a crime is constituted, criminal responsibility shall be investigated according to law.
