Article 3 Before a resident obtains a long-term residence certificate issued by the competent department of People's Republic of China (PRC), his luggage and articles brought into the country shall be handled according to the customs regulations for short-term passengers.
After obtaining a long-term residence certificate, a resident may submit a written application to the local customs (if there is no customs, it shall be handled by the designated customs, hereinafter referred to as the competent customs) for importing articles for his own use on the strength of his residence certificate, identity certificate and the Passenger's Baggage Declaration Form signed by the customs at the time of entry. This application is for one time only.
Articles for personal use that apply for import shall be imported duty-free within a reasonable amount for personal use after examination by the customs. Among them, the key items managed by the customs (such as household appliances and other durable consumer goods) should be merged with the key items that I brought into the country alone when I first entered the country, and allowed to be imported duty-free within the limits stipulated by the customs. Articles beyond the scope of duty-free are still for personal use, and are allowed to be imported duty-free with the approval of the customs. Resident personnel are limited to one motor vehicle (car, motorcycle) for their own use, and are released after taxation.
Articles for personal use approved by the customs shall enter the country within six months from the date of approval. Article 4 After a resident obtains a long-term residence certificate, he/she will bring his/her luggage into or out of the country for a short period of time (or travel to and from Hong Kong and Macao), and the customs will only release the daily necessities necessary for the journey duty-free. Articles (such as watches, cameras, tape recorders, cameras, etc. ) When leaving the country, the customs will release it duty-free. If you need to bring it into the country, you should declare it on the "Passenger Baggage Declaration Form". On the return trip, the customs will check the duty-free release. Article 5 Luggage and articles carried out of the country by resident personnel shall be released within a reasonable amount for their own use, except for articles whose export is restricted, such as gold and silver, currency and cultural relics. Article 6 A resident office shall submit a written application to the competent customs in advance to import office supplies and motor vehicles, and after examination by the customs, it shall be exempted from obtaining an import license within a reasonable amount for its own use. When importing the above-mentioned office supplies and motor vehicles, you should fill in the Import Goods Declaration Form, and declare it to the customs together with the Application Form, invoices and other relevant documents, which will be inspected, taxed and released by the customs.
If a foreign government has an agreement with the government of People's Republic of China (PRC), it shall be handled in accordance with the provisions of the agreement. Article 7 Office supplies, personal articles and motor vehicles imported by resident offices and resident personnel are for personal use only, and may not be sold privately in People's Republic of China (PRC). If it needs to be sold, it shall apply to the competent customs in advance, and after approval, it shall be sold to the foreign goods purchasing department designated by the local people's government, and pay taxes according to regulations. Offenders shall be dealt with according to relevant laws and regulations. Article 8 Articles declared by resident offices and resident personnel as prohibited by the customs shall be detained by the customs and returned to the country or the original place within a time limit.
