Article 6: Based on the project type, scale and actual needs of management work, Natural Science Foundation projects implement two funding methods: cost compensation type and fixed subsidy type.

A cost compensation funding method will be implemented for major projects.

For projects other than major projects, a fixed-subsidy funding method will be implemented.

Article 7 The project leader shall prepare a realistic project funding budget in accordance with the provisions of these Measures and in line with the principles of seeking truth from facts and careful calculation. The project-supporting unit should strictly review the project funding budget in accordance with relevant regulations, sign the opinions and report them to the Natural Science Foundation of China.

Article 8 Project funding budget includes income budget and expenditure budget.

The revenue budget includes funding from various sources for project research, including funding from the Natural Science Foundation, funding from project-supporting units and funding from other sources.

The expenditure budget includes research funds, international cooperation and exchange funds, labor fees and management fees.

The details are as follows:

1. Research funds refer to expenses directly used for scientific research. Including:

Scientific research business expenses: testing, calculation, analysis fees, power and energy fees, travel expenses, research and academic conference fees, materials, paper layout fees and printing fees, literature retrieval, network access and other information and communication fees , academic journal subscription fees.

Experimental material fees: purchase fees for raw materials, reagents, medicines and other consumables, fees for the purchase, planting and breeding of experimental animals and plants, fees for collection, processing and packaging and transportation of specimens and samples.

Instrument and equipment fees: purchase, transportation, installation and repair fees for special instruments and equipment, purchase and processing fees for materials, accessories and processing of self-made special instruments and equipment. Laboratory modification fee: the cost of modifying the laboratory in order to improve the experimental conditions of the funded project research. It shall not be used for expenses such as laboratory expansion, civil construction, house maintenance, etc.

Collaboration fee: External units collaborate to bear the cost of part of the research and test work of the Natural Science Foundation project.

2. International cooperation and exchange funds refer to international cooperation and exchange expenses that are directly related to the research work of funded projects, including part of the expenses for project team members’ visits and foreign experts’ visits, and the amount of foreign exchange required. It will be decided by the project supporting unit itself. Among them:

The international cooperation and exchange funds for general projects shall not exceed 15% of the funds funded by the Natural Science Foundation;

The international cooperation and exchange funds for key projects and major projects shall not exceed the Natural Science Fund 10% of the funding.

3. Labor costs refer to the labor costs for graduate students and postdoctoral personnel who directly participate in project research.

The labor costs for general projects shall not exceed 15% of the funds funded by the Natural Science Foundation;

The labor costs for key projects, major projects and various special projects shall not exceed 10% of the funds funded by the Natural Science Fund. .

4. Management fees refer to the expenses incurred by the project-based unit to organize and support project research, including public instruments and equipment, housing expenses, etc. during project execution. The management fee shall not exceed 5% of the funds funded by the Natural Science Foundation, and the collaborating unit shall not withdraw it repeatedly.

Article 9 The Natural Science Foundation of China shall organize experts or merit-based selection agencies to review or evaluate project-funded research funding budgets. The funding amount shall be based on the funding status of various Natural Science Foundation projects and the opinions of review experts, and Relevant finance and financial systems shall be reviewed and determined in accordance with prescribed procedures.

Article 10 The project leader must use the project funding funds in strict accordance with the purposes, scope and expenditure standards approved by the approved project funding budget.

Article 11 The approved project funding budget will generally not be adjusted. If the project funding budget is significantly affected due to adjustments to the project's research goals, major technical routes or main research content, or unexpected losses due to force majeure, it must be reported to the Natural Science Foundation of China for approval according to procedures.

Article 12 Project funding funds shall not be used to pay various fines, donations, sponsorships, investments and other expenditures, may not be used for various welfare expenditures, and shall not be used for other items prohibited by national regulations. expenditure.

Article 13 Project-supporting units should strengthen the management of project funding funds. Project funding funds must be earmarked for specific purposes and may not be intercepted, misappropriated or misappropriated by any unit or individual for any reason or in any way.

Article 14 The annual surplus funds of ongoing research-funded projects will be carried forward to the next year for continued use. The remaining funds from the completed project will still be used for basic natural science research or some applied research work of the project-supporting unit.
