Article 2 These Measures shall apply to development, construction, operation and management activities in the new area.

The development, construction, operation and management activities of Zhejiang Cixi Export Processing Zone and Zhejiang Cixi Economic Development Zone shall be carried out in accordance with these Measures, unless otherwise provided by laws and regulations. Article 3 The development of the new district shall be based on institutional and mechanism innovation, adhere to high starting point planning and construction, base on the interactive development of new industrialization and new urbanization, strive to cultivate a modern industrial system, and gradually build it into a city with clear functional positioning, clear development direction, urban and rural economy and A modern new urban area with coordinated development of society and ecology. Article 4 The Ningbo Municipal People's Government has established the Ningbo Hangzhou Bay New Area Development and Construction Management Committee (hereinafter referred to as the New Area Management Committee) as its dispatched agency to be responsible for the development, construction, operation and management of the new area, and to exercise economic and social responsibility within the prescribed scope of authority. management functions. Article 5 The New District Management Committee mainly performs the following responsibilities:

(1) Responsible for the implementation of relevant laws, regulations, rules and policies in the New District, formulating and promulgating relevant management regulations of the New District and organizing their implementation;

(4) Responsible for investment promotion and investment project management in the new area ;

(5) Responsible for the processing trade business management of Cixi Export Processing Zone in the new area and the management of goods entering and exiting the area;

(9) Coordinate the work of customs, inspection and quarantine, foreign exchange, national tax management, water supply, power supply, gas supply, communications, financial institutions and other units;

(10) Undertake the tasks assigned by the Ningbo Municipal People’s Government other responsibilities. Article 6: The New District Management Committee shall, in accordance with the principles of simplification, unification and efficiency, establish relevant administrative agencies to be specifically responsible for the economic and social administrative affairs of the New District, and may make appropriate adjustments to the establishment of administrative agencies according to development needs. Article 7 Cixi City and the New District shall support each other, promote each other, share resources, and jointly safeguard public interests and social stability.

Cixi City supports the New District in fulfilling its responsibilities in accordance with the relevant regulations of the Ningbo Municipal People's Government and the relevant agreements with the New District.

The new district should respect history, take a long-term perspective, properly handle the interest relationship with Cixi City, and promote the interactive development of both parties. Article 8 According to the provisions of relevant laws, regulations and rules, if the New District Management Committee needs to be entrusted to implement administrative licensing or the relevant organizations affiliated to the New District Management Committee need to be entrusted to implement administrative penalties and other administrative law enforcement powers, Ningbo City or Cixi City Implemented after entrustment by relevant administrative agencies.

The entrusting agency and the entrusted agency shall sign an entrustment agreement in accordance with the prescribed procedures and content, clarifying the specific matters, authority, responsibilities, legal basis, etc. of the entrustment. Article 9 The implementation of relatively concentrated administrative penalty powers in urban management shall be implemented by the new district in accordance with laws, regulations and relevant provisions of the Provincial People's Government. Article 10 The dispatched offices set up in the New District by the administrative agencies of Ningbo City and Cixi City or organizations authorized by laws and regulations shall, in accordance with the principles of integration, unification, streamlining and efficiency, co-locate with the internal agencies of the New District Management Committee. Article 11 The entrusting agency shall strengthen guidance and supervision over the administrative law enforcement carried out by the New Area Management Committee and its affiliated relevant organizations, and promptly provide official documents, seals, inspections, testing and other technical services necessary for the entrusted agency to perform its functions.

The New District Management Committee and its relevant organizations shall accept the supervision of the entrusting authority and regularly report to it the entrusted implementation of administrative law enforcement.

If the New District Management Committee and its related organizations violate regulations and implement entrusted administrative law enforcement actions, the entrusting agency has the right to order them to make corrections.

The New District Management Committee shall bear corresponding responsibilities for the administrative law enforcement work entrusted to be implemented. Article 12 If due to major changes in laws, regulations, rules or work conditions, it is necessary to adjust the specific matters, authority, responsibilities, deadlines, legal basis, etc. of the entrusted administrative law enforcement, the entrusting parties shall follow the prescribed procedures and content. Change the entrustment agreement.
