Chapter II Management of Enterprise Directory: Pilot Guidelines for Foreign Exchange Management of Goods Trade
Article 10 The foreign exchange bureaus shall register and manage the Directory of Enterprises Receiving and Paying Foreign Exchange in Trade (hereinafter referred to as the Directory) and issue it to financial institutions in a unified way. Financial institutions may not handle foreign exchange receipts and payments for enterprises that are not listed.

Article 11 After an enterprise has obtained the right to operate foreign trade according to law, it shall go through the catalogue registration formalities at the foreign exchange bureau with relevant materials. Where the enterprise registration information changes, it shall go through the registration formalities at the foreign exchange bureau. Where an enterprise terminates its business operation or its right to operate foreign trade is cancelled, it shall go through the formalities of cancellation of registration at the foreign exchange bureau.

The foreign exchange bureau may cancel the list of enterprises according to their trade and foreign exchange receipts and payments and their compliance.

Article 12 When handling foreign exchange receipts and payments in trade, an enterprise shall sign the Confirmation of Handling Foreign Exchange Receipts and Payments in Goods Trade, and promise to abide by the provisions of the State on foreign exchange control.

The foreign exchange bureau shall manage the counseling period for the enterprises newly registered in the Catalogue.
