1. Apply to the Bureau of Commerce for filing and get the Registration Form for Foreign Trade Operators;

2. Change the business scope to the county industrial and commercial bureau, increase the import and export of goods, technology and agents, and apply for a special customs declaration seal at the place designated by the county public security bureau, and collect it on the same day;

3. Go through the relevant filing and registration procedures at the customs under the jurisdiction of the districts and counties, and obtain the "People's Republic of China (PRC) Import and Export Goods Consignor's Customs Declaration Registration Certificate";

4. Register with the Provincial Entry-Exit Inspection and Quarantine Bureau and obtain the registration certificate of the self-care declaration unit; Apply to China Electronic Port for joint examination and approval, obtain network access permission, purchase ic cards, card readers and operating systems, and become a full member of China Electronic Port;

5. To apply to the Provincial Administration of Foreign Exchange for the opening of foreign exchange accounts and the record of export verification, the following materials are required for the record of import and export:

(1) Original business license of the enterprise;

(2) A copy of the ID card of the legal representative of the enterprise;

(4) A copy of the new articles of association;

(5) English translation of company name and registered address;

(6) Copy of ID card of relevant financial personnel.

Legal basis: Article 56 of the Law of People's Republic of China (PRC) on Exit and Entry Administration.

Means of transport under any of the following circumstances are not allowed to leave or enter the country; People who leave the port may be ordered to return:

(1) Leaving or entering the country without inspection permission when leaving or arriving at the port;

(2) changing the entry and exit ports without approval;

(3) Persons suspected of being prohibited from leaving or entering the country need to be inspected and verified;

(4) Items suspected of endangering national security, interests and social order need to be inspected and verified;

(5) Other circumstances of refusing to accept the administration of the entry-exit frontier inspection organ.

After the circumstances listed in the preceding paragraph disappear, the entry-exit frontier inspection organ shall immediately release the relevant means of transport.

Article 57

Units engaged in the entry-exit business agency of means of transport shall file with the entry-exit frontier inspection authorities. Personnel engaged in business agency shall go through the filing formalities with the entry-exit frontier inspection organ by their units.
