Cluster is the direct driving force for the development of small and medium-sized enterprises, which is of great significance to the strategic development of small and medium-sized enterprises. Small and medium-sized enterprises are the main carriers of cluster innovation and play an important role in the development of world economy. Due to individual characteristics, small and medium-sized enterprises in China (hereinafter referred to as small and medium-sized enterprises, or there are too many words) have certain advantages in cluster innovation, but there are also some problems that cannot be ignored. There are many problems in cluster innovation of small and medium-sized enterprises in China. Solving these problems is not only related to the development of small and medium-sized enterprises themselves, but also related to the economic construction of the country. Therefore, according to the essence of cluster innovation, the objective needs of national economic construction and technological development and the development trend of economic globalization, this paper briefly expounds the importance of technological innovation of small and medium-sized enterprises, and carefully analyzes the present situation of cluster innovation of small and medium-sized enterprises in China, such as lack of talents, weak innovation consciousness, insufficient capital sources, imperfect risk control mechanism of technological innovation, relevant policies and regulations and socialized service system. In view of these outstanding difficulties and problems, this paper puts forward corresponding countermeasures, such as respecting personnel training, improving management innovation ability, implementing institutional innovation, establishing a perfect innovation dynamic mechanism, actively supporting technological innovation of small and medium-sized enterprises by using policies and legal means, and perfecting the socialized service system of technological innovation of small and medium-sized enterprises. Based on the analysis of the present situation and problems of the development of small and medium-sized enterprise clusters, this paper puts forward some relevant suggestions, aiming at promoting the development of small and medium-sized enterprise clusters and improving the ability of small and medium-sized enterprise clusters in China.
