According to Shi Xiaoping's account, 1996, when he was the former director of the administrative department of the Ministry of Foreign Trade and Economic Cooperation, he used the interest balance of a sum of money to buy a public house in Huayan Beili, Chaoyang District, just opposite his father-in-law's house. He once asked Xinmao Comprehensive Trading Company, the third production unit of the former Ministry of Foreign Trade and Economic Cooperation, to pay the agency fee for this public house. As for why the unit finally paid the agency fee to the father-in-law's house, he didn't know.

Relevant evidence shows that the time difference between Shi Xiaoping's public house and his father-in-law's house is only 10 day. At the stage of cross-examination, the public prosecution agency presented the testimony of several witnesses, one of whom said that he had shown Shi Xiaoping two houses, and the other said that he had been instructed by Shi Xiaoping to pay the agency fees for the two houses.
