There used to be a crime of speculation in the criminal law. In the criminal law, it is defined as "the act of illegally engaging in industrial and commercial activities, disrupting the national financial and market management, and undermining the socialist economic order for the purpose of obtaining illegal profits". In the planned economy, it is not allowed to engage in profit-making business activities with any individual or unit outside the commercial sector. As long as the business makes money, it is speculation, and it should be punished according to the seriousness of the case until criminal responsibility is investigated. It was not until 1997 revised the criminal law that the crime of "speculation and profiteering" was abolished.
