The relevant person in charge of the National Development and Reform Commission stated that the main contents of the system design for the construction of Hainan Free Trade Port are summarized as “6+1+4”.

“6”——Free and convenient trade, free and convenient investment, free and convenient cross-border capital flow, free and convenient entry and exit of personnel, free and convenient transportation, and safe and orderly flow of data.

“1”——Building a modern industrial system. Vigorously develop tourism, modern service industries and high-tech industries to enhance economic innovation and competitiveness.

On this basis, the central government has granted Hainan Island the privilege of zero tariffs. Foreign goods entering Hainan Island do not need to pay tariffs. They can enter the island directly and pass through Hainan Island. Only when you re-enter the mainland do you need to pay customs duties. Goods entering Hainan are tax-free, and Hainanese can buy low-priced duty-free goods.

However, these goods are not allowed to be taken out of Hainan, and tariffs must be paid when entering the mainland. It is a tourist island rather than a financial center, so foreign exchange will not be fully liberalized.
