Seafarer assignment is an important part of China's foreign labor export. Since 1979 started, seafarers' overseas assignment business has developed rapidly with the reform and opening up. At present, seafarers' overseas assignment has become an effective way to utilize domestic labor resources and open up the international labor market. It is of great economic and social benefits for China, a populous country, to vigorously develop seafarers' overseas assignment business. Seafarers' overseas assignment can not only earn foreign exchange income for the country and increase benefits for enterprises, but also alleviate the employment pressure of domestic seafarers to a certain extent and promote the economic development of areas with more overseas seafarers. At the same time, it has also expanded China's foreign exchange and influence, broadened our horizons, promoted the development of China's maritime industry and maritime education and training, and accelerated the pace of China's integration with international maritime rules. Foreign crew members have made great contributions to the economic development of China and the progress of the shipping industry in China. However, due to various reasons, the legitimate rights and interests of seafarers in China are not effectively protected, and even seriously violated. How to effectively protect the legitimate rights and interests of China seafarers, so that they have no worries, has become an urgent problem to be solved by the China government and seafarers' overseas operating agencies. Therefore, the state should improve relevant laws and regulations as soon as possible to protect the legitimate rights and interests of Chinese seafarers.
