At the beginning of 1978, the central government approved the plan to introduce heavy-duty vehicle technology from abroad to transform China's automobile industry. In April, under the leadership of Yang Keng, Vice Minister of the First Machinery Department, a delegation from China automobile industry, with the Automobile Bureau of the First Machinery Department as the backbone and automobile enterprises as the supplement, visited the Federal Republic of Germany, the originator of the automobile industry. In a month's time, the inspection team inspected Mercedes-Benz, German, Volkswagen and Deutschland of the Federal Republic of Germany automobile industry, and went deep into the first factory, technology research and development center, test site and other facilities of these four companies for detailed inspection. This also laid the foundation for the establishment of China National Heavy Duty Truck Group Corporation in the future. 1978 in mid-June, according to the results of this inspection, the Automobile Bureau of No.1 Engine Department submitted several work reports to the Central Committee in conjunction with relevant domestic departments. Among them, in the Report on Mercedes-Benz Heavy Truck and the Construction of Heavy Truck Factory in the Federal Republic of Germany, the First Machinery Department proposed to introduce the NG-80 series 17 basic model produced by Mercedes-Benz, which is divided into 9 tons, 1 1.5 tons, 14 tons and 16. The general idea of this report is to build a heavy truck factory by purchasing key equipment, manufacturing technology and testing means needed for heavy truck production. According to preliminary estimation, the total investment of this project is about 654.38 billion US dollars in foreign exchange and 2.5 billion RMB yuan in domestic investment.
