1. the regulations on foreign exchange management of goods trade shall come into force on August 1 2065438.
2. Since August 1 2065438, the foreign exchange monitoring system for goods trade (hereinafter referred to as the monitoring system) has been put into operation nationwide, and the verification system for trade receipt and payment, the registration management system for trade credit, the online verification system for export receipt and settlement, and the export collection system of China electronic port have been stopped.
Designated foreign exchange banks (hereinafter referred to as banks) and enterprise users access the monitoring system through the application service platform of the State Administration of Foreign Exchange (hereinafter referred to as the application service platform). Specific access channels are:

Article 1 After obtaining the right to operate foreign trade according to law, an enterprise shall register with the local foreign exchange bureau with the Application for Registration of Foreign Exchange Receipts and Payments of Goods (see Annex 1), the Confirmation for Handling Foreign Exchange Receipts and Payments of Goods signed by the legal representative and stamped with the official seal of the enterprise (hereinafter referred to as the Confirmation), and the valid originals of the following materials and the photocopies stamped with the official seal of the enterprise.
(a) the business license of the enterprise as a legal person or a copy of the business license of the enterprise;
(2) People's Republic of China (PRC) organization code certificate;
(3) Registration Form for Foreign Trade Operators, Certificate of Approval for Foreign-invested Enterprises in People's Republic of China (PRC) or Certificate of Approval for Foreign-invested Enterprises in People's Republic of China (PRC), Taiwan, Hong Kong and Macao, etc. If registration is not required according to law, it may be submitted;
(4) Other information required by the foreign exchange bureau.
After reviewing the relevant materials, the foreign exchange bureau shall go through the formalities of catalogue registration.
If an enterprise without the right to operate foreign trade really needs to carry out foreign exchange receipts and payments business, it may be exempted from submitting the information specified in Item (3) of the first paragraph of this article when registering the catalogue.
