1. The above-mentioned personnel shall confirm the brand name, model and place of purchase of domestic cars in advance, then apply to the local customs (hereinafter referred to as the place of filing), fill out the Application Form for Self-use Cars (hereinafter referred to as the application form) in quadruplicate, submit it to the customs for registration and filing, and submit the following documents and supporting documents (originals) to the customs:
① My valid passport;
(2) the certificate of international students issued by the embassy (consulate) of China;
③ Domestic residence certificate issued by the public security department;
(4) the certificate issued by the superior competent department of the employer;
(5) Valid customs declaration documents signed and sealed by the customs at the time of entry;
⑥ Other documents required by the customs at the place of filing.
The entry declaration form signed by the customs has the corresponding tax exemption limit and the amount of foreign exchange (including cash and checks) that I bring into the country from abroad, which is valid for six months.
2. Applicants who have been approved by the customs to buy a car shall go directly to the automobile production enterprise (or the sales department where the production enterprise is located where the customs is located for the record) after being stamped by the third and fourth copies of the Quasi-Purchase Form and the fourth copy of the Application Form issued by the customs. Car buyers should take the initiative to deliver the customs seal to the manufacturer's sales department and report it to the local customs for inspection. After going through the purchase formalities, get back the quasi-purchase form issued by the customs, and properly keep the fourth copy of the application form.
3. The above-mentioned personnel who have been approved by the customs to buy duty-free domestic cars should take the initiative to declare the annual inspection to the customs where their vehicles are filed in the first quarter of each year. At the time of annual inspection, the owner must bring his valid identity certificate, the quasi-purchase form endorsed by the customs, the fourth application form and other documents required by the customs and the vehicle registered at the customs. The annual examination record of each endorsement shall be signed by the vehicle owner and the customs handling personnel.
4. The duty-free domestic cars purchased by the above-mentioned personnel are regarded as duty-free imported cars, and the customs supervision period is six years. It shall not be transferred within two years from the date of delivery. If the vehicle is transferred within the period of customs supervision, the vehicle owner shall report to the customs for approval and pay taxes in advance. For vehicles approved for transfer by the customs, the transportation department shall handle the transfer formalities of vehicle purchase surcharge voucher with the certificate issued by the customs, and the new owner shall pay the vehicle purchase surcharge. For duty-free vehicles with a vehicle age of six years, the owner shall go to the customs for customs supervision and cancellation.
5. Within the period of customs supervision, if the duty-free vehicles are not reported to the customs for inspection without reason, or illegally transferred or resold without approval, the customs shall handle them according to the Customs Law and relevant regulations.
