As long as the enterprise's business license and other documents are complete and consistent, it can handle import and export rights, and private enterprises and individual industrial and commercial households can also handle import and export rights. To apply for import and export rights in Beijing, foreign trade operators must first register with the Bureau of Commerce, and then probably involve seven departments including industry and commerce, customs, entry-exit inspection and quarantine bureau, electronic port and foreign exchange administration.

When handling the right to operate import and export, enterprises must register foreign trade operators and apply for relevant licenses in the follow-up departments in order to legally obtain the right to operate import and export and carry out self-operated import and export business. The application process involves about seven departments including foreign trade, industry and commerce, taxation, customs, entry-exit inspection and quarantine bureau, electronic port and foreign exchange administration. Process:

6. China Electronic Port Hangzhou Data Sub-center records and handles ic card approval, and connects the data of customs, quarantine, safe, national tax and other departments for import payment and export application verification, collection and tax refund.

7. Obtain a foreign exchange account opening license from the Provincial Administration of Foreign Exchange and export it for the record.
