There are mainly the following differences:

1. offshore account (OSA) is essentially an overseas account, while NRA is a domestic foreign currency account.

2.OSA has four domestic banks (Shenfa, Pufa, Transportation and China Merchants) that can open accounts, and NRA can basically open accounts in all domestic banks.

3.NRA has the function of RMB, but OSA does not.

4.OSA account has no foreign exchange control in China, while NRA has foreign exchange control.
