Can be exchanged. You need your ID card and cash to go to the foreign exchange counter. You need to make an appointment in advance if the quantity is large.
I suggest you find a CCB with foreign exchange business, such as a local branch or a provincial bank. Small branches of CCB may not have foreign exchange business.
