The ministries and agencies directly under the State Council, the Central directly under the authority, the finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, and the Foreign Affairs Office of the People's Government:

In order to adapt to the new changes at home and abroad, through research with relevant departments, the Provisions on the Expense Standards and Management Measures for Temporary Overseas Personnel issued by (92) CaiwaiziNo.100 and the Supplementary Provisions on the Expense Standards and Management Measures for Temporary Overseas Personnel issued by (93) Caiwaizi No.500 were revised. The revised "Provisions on the Standards and Management Measures for Temporary Overseas Personnel" (hereinafter referred to as the "Regulations") are hereby printed and distributed to you, please conscientiously implement them in accordance with the following requirements.

First, all departments, localities and units should conscientiously implement the spirit of the CPC Central Committee and the State Council on strictly controlling overseas delegations and personnel, and organize overseas delegations to be "small, small and precise" and pragmatic. During their stay abroad, overseas delegations shall not change their scheduled tasks, time and place without authorization.

Two, temporary overseas personnel should choose an economical and reasonable route, take China civil aviation flights, and buy round-trip air tickets as much as possible. Do not change the route, increase the stopping place or detour at will.

3. Anyone who violates these provisions shall be punished as violating financial discipline, and the expenses in violation of the provisions shall not be reimbursed. Ill-gotten gains falsely claiming reimbursement of all public and miscellaneous expenses and reimbursement of accommodation expenses in disguised form must be returned in foreign currency, and all purchased goods shall be turned over to the public or charged RMB according to the domestic market price, and administrative penalties and fines shall be imposed according to the Interim Provisions of the State Council on Punishment for Violation of Financial Regulations (1987 16).

Four, the budget standards of countries and regions not included in the schedule, the central department with the consent of the Ministry of Finance, local units with the consent of the provinces, autonomous regions and municipalities directly under the central government, can be compared with the budget standards of neighboring countries and regions with similar cost levels.

V. The revised Regulations were changed from 1995 to July 1. (92) 1 100 and (93)500 and other relevant provisions shall be abolished at the same time. If there are any problems in the implementation, please inform the Ministry of Finance in time so as to continuously improve and perfect.

Annex: Provisions on expense standards and management measures for temporary overseas personnel.

Party, government and military organs, democratic parties, people's organizations, and institutions that send temporary overseas delegations (hereinafter referred to as overseas personnel) in the line of duty shall be governed by these Provisions.

Article 1 The clothes of people going abroad should be neat, simple and generous. The state adopts the following subsidy measures for the clothing (including suitcases, raincoats and sporadic equipment) of overseas personnel:

(a) for the first time (that is, the third anniversary is the first time of the first phase, the same below), regardless of the country and region, the party and state leaders subsidize 1 100 yuan; The deputy minister and the personnel equivalent to the deputy ministerial level subsidize 900 yuan; Other personnel subsidize 700 yuan.

If you temporarily go abroad again within one year after going abroad for the first time, you will not be subsidized; On the second and third anniversary, if you have a temporary overseas mission (including going abroad for many times), you will be given a subsidy of 150 yuan every year regardless of your position and whether there is a temperature difference with the area where you went abroad for the first time, and you will not enjoy the anniversary without a temporary overseas mission; The third anniversary is a period, and so on.

Overseas personnel who have worked abroad for more than half a year in a row (including those who have worked abroad for more than half a year for many times in the same anniversary) will be granted 200 yuan in addition to the above provisions, and can only enjoy it once in the third anniversary.

(two) the implementation of overseas aid workers and overseas students resettlement fees standards, less than one year after returning to temporarily go abroad, according to the overseas aid workers resettlement fees standards of 50%; When there is a temporary mission abroad, it shall be calculated according to the method in Item (1) of this article. Those who have been repatriated to China for the first anniversary will be paid in full according to the standard of first-time overseas subsidy.

(3) Those who have enjoyed the clothing allowance for temporary overseas personnel 1 100 yuan, 900 yuan and 700 yuan, and have the task of aiding foreign countries and studying abroad within one year, 500 yuan, 400 yuan and 300 yuan will be given less in the total clothing expenses that should be received; If there are overseas missions within the above two years, 250 yuan, 200 yuan and 150 yuan will be underpaid in the total manufacturing expenses.

(4) Subsidies for production and resettlement of overseas personnel shall be paid by the units that pay their wages. No wage income, issued by the group unit.

The allowance for translators on temporary loan may be paid by the organizing unit if the burden of the unit is really difficult or the temporary task of going abroad has nothing to do with the work of the unit.

Article 2 An individual's pocket expenses abroad shall be calculated on the date of departure and arrival in China. Each person will be given 30 yuan each time he goes abroad within fifteen days; If it exceeds fifteen days, each person will pay two dollars a day from the sixteenth day.

People who go abroad can buy 200 dollars of foreign exchange at their own expense every calendar year if they have a mission to go abroad. Individuals who belong to the party, government and military organs, democratic parties, people's organizations and institutions go abroad to purchase foreign exchange at their own expense, and go through the procedures for purchasing foreign exchange according to the Interim Provisions on the Financial Management of Non-trade and Non-operating Foreign Exchange (Order No.7 of the Ministry of Finance of People's Republic of China (PRC)), which shall be handled by the organizer in a unified manner; The purchase of foreign exchange by other overseas personnel at their own expense shall be handled in accordance with the relevant provisions of the People's Bank of China.

Article 3 The travel expenses of people going abroad shall be paid by international flights and trains, except for those who have to take special planes or trains under special circumstances with the approval of the Party and state leaders. People at or above the deputy ministerial level can take first-class seats in airplanes, first-class seats in ships and senior soft sleeper boxes in trains; People at the division level or equivalent can take business class by plane, second class by boat and soft sleeper by train; Other personnel take the economy class of the plane, the third class of the ship and the hard sleeper of the train.

Overseas personnel take international trains, and the domestic section shall be implemented according to the relevant provisions on domestic travel expenses; If the overseas flight exceeds 6 hours, it will be subsidized by 8 dollars per person per day according to the natural (calendar) days.

Article 4 The meals, public and miscellaneous expenses and accommodation expenses of overseas personnel shall be implemented in the following ways:

(a) overseas delegations may, according to the actual situation, implement the method of calculating the contract by time. If the overseas travel time is within 60 days (including 60 days), it will be issued to individuals according to the food contract standards stipulated in the schedule; If it is more than 60 days, from 6 1 day, the food expenses will be paid to the individual according to 80% of the "lump sum standard".

1. The number of contract days is calculated according to the date of departure and arrival in China.

2. If the temporary overseas personnel have a banquet or banquet from the other party abroad, the lump-sum standard of food expenses will be deducted, 20% of the standard for breakfast and 40% of the standard for lunch and dinner.

3. If the other party provides meals in kind, the lump sum method will not be implemented and the food expenses will no longer be reimbursed; If the other party provides meals in cash, it shall contract according to the prescribed standards, and pay more and pay less.

(2) delegations and groups that are not suitable or willing to carry out all-in meals can be reimbursed according to the actual reimbursement standards stipulated in the schedule on the basis of the original documents in the standard.

(3) Public and miscellaneous expenses refer to local transportation expenses, post and telecommunications expenses, office supplies and necessary tips. The public and miscellaneous expenses of overseas personnel shall be reimbursed according to the facts within the prescribed standards.

(4) Accommodation expenses for overseas personnel shall be handled according to the following circumstances: Party and state leaders may reimburse accommodation expenses according to the facts; According to the needs of the work, the personnel at or above the deputy ministerial level will be arranged in strict accordance with the principle of economy and reimbursed according to the facts; Other personnel shall be reimbursed according to the facts within the stipulated accommodation budget standard.

(5) For overseas delegations provided by the other party with public expenses, miscellaneous expenses and accommodation fees, the expenses provided below the budget standard shall be made up by the government, and the part exceeding the budget standard shall be turned over to the government, and all expenses shall be reimbursed within the budget standard after returning to China.

Article 5 In principle, delegations going abroad shall not give gifts or entertain. If it is really necessary to give gifts, it should be strictly implemented in accordance with the Notice of the Ministry of Finance and the Ministry of Foreign Affairs (93) No.834 on Printing and Distributing the Provisions on the Amount of Gifts to Foreign Countries. If a banquet is really necessary, it should be submitted for approval together with the plan to go abroad. Banquet standards are calculated according to the number of people eating, and are mastered according to the budget standard of food expenses for one person a day in the host country.

Article 6 Before going abroad, the overseas delegations shall prepare a plan for the use of funds in accordance with the prescribed budget standards, submit it to the financial department for examination and approval, and issue it in advance after being approved by the leaders of their units.

Overseas delegations should follow the principle of "handling foreign affairs diligently", strictly implement various expense standards, and must not exceed the budget standards and foreign exchange use indicators.

When going abroad for reimbursement, a detailed list of expenses for going abroad must be prepared and signed by the person in charge of the delegation (the specific form shall be formulated by each unit according to the actual situation) before reimbursement. All kinds of reimbursement vouchers must indicate the date, name, quantity, purpose and amount in Chinese, and be signed by the manager and witnesses, and the person in charge of the group should also sign the larger amount. Anyone who violates the regulations will not be compensated by law.

Article 7 Petty expenses, living expenses, air tickets and accommodation rebates, interest income of public funds donated by overseas delegations to foreign reception departments and international organizations shall all be handed in, and shall not be misappropriated or privately divided. The labor income paid by the other party (excluding the income obtained specifically for profit-making behavior) may be given to individuals as appropriate according to the amount of labor paid by individuals. Specific measures shall be formulated by various departments and reported to the Ministry of Finance for the record.

Article 8 These Provisions shall apply to persons who temporarily travel to Hongkong, Macao and Taiwan Province on business. In case of frequent missions abroad in border areas, the financial departments of provinces and autonomous regions shall, according to the actual situation, formulate specific measures within the scope of the principles and standards set forth in these Provisions and report them to the Ministry of Finance for the record.

Article 9 The expense standards for state-owned enterprises and other personnel going abroad temporarily on business shall be implemented with reference to these Provisions.

Article 10 Matters not covered in these Provisions shall be interpreted by the Ministry of Finance.
