The State Planning Commission, the Ministry of Foreign Trade and Economic Cooperation, the People's Bank of China, the General Administration of Customs and the State Administration of Foreign Exchange issued the Interim Measures for the Administration of Automatic Import Registration of Specific Commodities. Article 1 These Measures are formulated in order to strengthen the macro-monitoring of the import of important commodities by the state, timely understand and master the import situation of a few bulk raw materials and sensitive commodities, and provide information guidance for enterprises. Article 2 The State Planning Commission shall be responsible for guiding, coordinating and managing the automatic registration of imports of specific commodities throughout the country.

Authorized by the State Planning Commission, the competent departments of relevant departments in the State Council and the planning commissions of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning (hereinafter referred to as the "registration agencies") are responsible for the automatic registration of imports of specific commodities in their own departments and regions.

Where other departments in the State Council need to import registered commodities without the authorization of the State Planning Commission, it shall be handled by the Ministry of Foreign Trade and Economic Cooperation. Article 3 According to the needs of national macro-control, the specific imported commodities subject to automatic registration shall be reported to the State Council for confirmation and publication by the State Planning Commission in consultation with relevant departments.

Import by loans from foreign governments and financial institutions; 3. Consignment import; 4. leasing imports; 5. Compensation trade import; 6. International bidding for imports; 7. Import from labor remuneration; 8. Donate imports.

Automatic registered goods imported from overseas and processed with materials directly used for processing, production, resale and export shall be supervised by the customs.

Measures for the administration of automatically registered goods imported by foreign-invested enterprises as investment imports, self-use imports and domestic sales products shall be formulated separately. Article 5 Import registration shall meet the following conditions:

(a) the imported goods are used for the production and construction of the local area and the department, which is needed by the market;

(2) RMB funds have been secured;

(3) The import source and domestic users of foreign trade companies' export agents have been determined, and import contracts need to be signed. Article 6 An enterprise importing a registered commodity shall, before entrusting a foreign trade enterprise with the right to import the commodity (steel products shall be entrusted to a foreign trade enterprise recognized by MOFTEC) to sign an import contract, apply to the registration authority through business channels (enterprises importing fruits and cosmetics shall apply to MOFTEC for registration). After receiving an application from an enterprise, the registration authorities shall go through the registration formalities for those who meet the requirements for import registration as stipulated in these Measures; If it is not handled, it shall explain the reasons. Article 7 For specific commodities subject to automatic import registration, the import registration certificate of specific commodities uniformly printed by the State Planning Commission shall be handled.

Import registration certificate for specific commodities in quadruplicate. The first copy (black) shall be paid by the designated foreign exchange bank; The second copy (red) is handed over to the customs as a certificate of inspection and release; The third (blue) is used as the order voucher of the foreign trade company with the right to operate the goods; The fourth copy (purple) shall be filed by the issuing authority. Article 8 The effective signature of the Certificate of Import Registration of Specific Commodities is the special seal for import registration of specific commodities issued by the State Planning Commission. Article 9 Designated foreign exchange banks shall handle payment with the import registration certificate of specific commodities; The customs shall examine and release the import registration certificate of specific commodities issued by the registration agency authorized by the State Planning Commission.

Used for the import of domestic and foreign loans, donations, assistance, compensation trade, leasing trade, counter-sales trade, etc. If it does not fall within the scope of foreign exchange sales, the first copy of the Import Registration Certificate for Specific Commodities will not be issued (handed over to the designated foreign exchange bank for payment), and it will be filed by the import registration authority. Article 10 The validity period of the Import Registration Certificate for Specific Commodities is 6 months. If it is necessary to continue to sign the contract after the expiration of the validity period, it is necessary to re-register with the original issuing authority and return the original registration certificate. During the validity period, if it is necessary to change the relevant items (except the validity period), the importer shall apply to the original issuing authority, make the changes in the "Remarks" column, and affix the "Special Seal for Import Registration of Specific Commodities". Article 11 All registration agencies should do a good job in the management of import registration in their own departments and regions, track the ordering and arrival of goods registered in their own departments and regions, and report the import registration of last month to the State Planning Commission before 10 every month, so as to carry out macro-control on the import of registered goods. Article 12 If an enterprise has any of the following circumstances, it is in violation of these Measures, the bank will not handle the payment, the customs will not accept the customs clearance, and it will be punished according to the relevant provisions:

(1) Commodities subject to import registration administration have been endorsed and delivered without obtaining import registration certificates for specific commodities in accordance with these Measures;

(2) Forging, altering or reselling the import registration certificate of a specific commodity.
