The State Council, namely the State Council, is the executive organ of the highest organ of state power and the highest administrative organ of the country, which leads the work of administrative organs at all levels in the country in a unified way. The State Council consists of the Prime Minister, Vice-Premiers, State Councillors, Ministers of Ministries, Committee Directors, Auditor General and Secretary General. The State Council's decision-making body is the the State Council Conference, which is divided into plenary meeting, executive meeting and premier's office meeting. The State Council has established administrative organs according to legal provisions and work needs. The State Council's administrative agencies are divided into:
General Office (1) the State Council General Office. General Office of the State Council is an organization that assists leading comrades of the State Council in handling the daily work of the State Council. There are 1 secretaries-general and several deputy secretaries-general in the State Council Office.
Components of the State Council (2) Components of the State Council, namely ministries, committees, the People's Bank and the Audit Office. The constituent departments shall perform the basic administrative functions of the State Council according to law, and may issue orders, instructions and rules within the scope of their functions and powers. Within various departments in the State Council, functional organizations are set up according to the division of business, usually with divisions and bureaus. The office is the "general office", which assists the department leaders and comprehensively coordinates the internal affairs of the department. The organization in charge of various businesses is called "Division", and a few internal organizations are called "Bureau" because their businesses have relatively independent external functions or historical reasons. Directly affiliated institutions (3) The directly affiliated institutions of the State Council are in charge of a special affair in the State Council and have independent administrative functions. Within their business scope, they can issue instructions and rules to the outside world. Most institutions directly under the State Council are marked with the word "country" (except the four major institutions in People's Republic of China (PRC), the General Administration of Customs, the General Administration of Civil Aviation of China, the Counselor's Office of the State Council and the Administration of Organs Affairs of the State Council). The establishment and revocation of the institutions directly under the State Council shall be decided by the State Council, and the person in charge shall be appointed and removed by the State Council. Deliberation and coordination agencies (VII) The deliberation and coordination agencies and temporary agencies in the State Council are mainly responsible for organizing and coordinating important business work and temporary emergencies across departments.
