In order to implement the Opinions of the General Office of the State Council on Current Finance Promoting Economic Development (Guo Ban Fa [2008] 126) and further promote trade facilitation, the State Administration of Foreign Exchange decided to implement the pilot reform of import payment verification system (hereinafter referred to as import verification reform), and gradually realize the change of import payment management from single verification to total verification, from on-site verification to off-site verification, and from behavioral supervision to subject supervision. The foreign exchange bureau uses the "foreign exchange revenue and expenditure verification system" (hereinafter referred to as the "verification system") to collect the electronic information of the goods flow and capital flow of the importing unit, and conducts off-site total verification, monitoring and early warning with the importing unit as the main body to identify abnormal capital flow and trading behavior. At the same time, combined with on-site supervision and verification, the import units are evaluated and classified, and classified management is implemented. The relevant matters are hereby notified as follows:
1. Since May, 2065438 1, the reform of import write-off has been piloted in Tianjin, Jiangsu, Shandong, Hubei, Inner Mongolia, Fujian (autonomous regions and municipalities directly under the Central Government) and Qingdao Branch.
Two. Importers in the pilot areas shall handle the import payment business in accordance with the Pilot Measures for the Reform of the Management of Import Payment of Foreign Exchange in Goods Trade and its detailed rules for implementation (hereinafter referred to as the Pilot Measures, see Annex 1 2); Banks in pilot areas shall handle import payment for importers according to the provisions of the Pilot Measures. Foreign exchange payment for imports in non-pilot areas is still handled according to the current import verification regulations.
3. During the pilot period, foreign exchange payment across provinces (autonomous regions and municipalities directly under the Central Government) shall be handled according to the current relevant provisions on import verification. Import units in pilot areas need to go to the foreign exchange bureau where they are registered to handle the import payment in non-pilot areas for the record; Importers in non-pilot areas pay foreign exchange in different places in the pilot areas, and banks still review the filing form and related documents of import foreign exchange payment according to the provisions before the reform.
Four, in order to ensure the effective convergence of import payment management before and after the implementation of the reform, the import payment business of import units in pilot areas and non-pilot areas before 20 10 should go through the verification procedures at the local foreign exchange bureau before 20 10. For overdue write-off business, if the importer fails to write off within the prescribed time limit without justifiable reasons, the foreign exchange bureau will impose penalties or make import payment for future reference according to regulations.
Verb (abbreviation of verb) import write-off reform is an important measure to promote trade facilitation. The foreign exchange branches in the pilot areas should attach great importance to it, make overall arrangements and conscientiously do the following work:
(1) Strengthen publicity and training. Under the unified deployment of the State Administration of Taxation, do a good job in publicity and explanation of the reform pilot in various forms, and guide and urge banks and importers to familiarize themselves with the reform ideas and related policies and measures as soon as possible; Timely training for foreign exchange bureaus, banks and importers within their jurisdiction to facilitate banks and importers to handle business.
(2) For the import entities that have been included in the list of import foreign exchange payment, they should be urged to sign the confirmation letter of import foreign exchange payment business before July 3, 2065438, and the text of the confirmation letter will be released separately.
(3) According to the Pilot Measures, complete the pilot work of management measures such as catalogue registration, off-site verification, monitoring and early warning, on-site supervision and verification, and classified management, and make full use of the management functions of the Verification System.
(four) timely report the pilot situation. The progress of the pilot should be reported to the State Administration of Taxation on a weekly basis, and the problems found in the pilot should be promptly fed back and corresponding solutions and suggestions should be put forward.
Six, during the pilot period, the foreign exchange bureaus in non-pilot areas should conscientiously clean up the historical business before 20 10 1, and take various ways to inform and urge importers to handle the verification. At the same time, actively study the relevant policies of import write-off reform, attach importance to the pilot work, and prepare for the formal implementation of import write-off reform.
As of the date of issuance of this circular, all branches and foreign exchange management departments shall start relevant preparations and forward them to the central branches, branches, local commercial banks, foreign banks and relevant units within their jurisdiction as soon as possible. For the problems arising in the implementation process, the importing units and banks should give timely feedback to the local foreign exchange bureaus, and all branches and foreign exchange administrations should give timely feedback to the State Administration of Foreign Exchange.
