1. Submit an application to the National Development and Reform Commission and obtain a notice for filing overseas investment projects.

2. The Ministry of Commerce submitted the filing application and obtained the certificate of overseas investment of enterprises.

3. Apply for foreign exchange registration with SAFE/bank and obtain foreign exchange registration certificate for overseas direct investment.

Note: The above is the process for ordinary private enterprises to handle overseas investment filing. If they are central enterprises or state-owned enterprises, they need to get approval from SASAC first.
