Judging from the implementation results, the "Sixth Five-Year Plan" has been completed very satisfactorily, with an average completion percentage of 179%, a completion rate of 88%, and a basic completion rate of 97%. This marks that with the beginning of reform and opening up, our country has ushered in a new golden period of development.
During this period, the national economy experienced sustained, rapid, and steady growth, with various economic indicators exceeding nearly twice the target. During the "Sixth Five-Year Plan" period, the economic growth rate was as high as 10.7%, and the completion of various economic indicators was nearly three times the original plan. The growth rate of total social output value was 11%, completing 275%; the growth rate of total industrial output value was 10.8%, completing 270%. %; the growth rate of total agricultural output value was 11.7%, completing 293%; the growth rate of national income was 9.7%, completing 243%. With the implementation of the opening-up policy, foreign trade has achieved leapfrog growth. In 1985, my country's import and export trade volume reached 206.7 billion yuan, completing 242% of the planned value; export volume was 80.9 billion yuan, completing 201%; import volume was 125.78 billion yuan, completing 278%; foreign exchange reserves increased by US$3.94 billion. During the "Sixth Five-Year Plan" period, infrastructure construction has made great progress, with fixed asset investment of 533 billion yuan in units owned by the whole people, 148% completed. Among them, 341 billion yuan was invested in infrastructure, 148% completed; 2,200 kilometers of new railway mileage were completed, 106% completed; 2,500 kilometers of new electrified railways were built, 100% completed; and 94% of the new port throughput capacity was increased by 94 million tons.
During the "Sixth Five-Year Plan" period, not only the economy developed rapidly, but social undertakings also ushered in new developments. The development of higher education has entered a golden period. The number of students enrolled in colleges and universities has increased by 559,000, completing 358% of the plan; a total of 40,000 graduate students have graduated, completing 89%. The "Sixth Five-Year Plan" is a period when people get more benefits. Living standards in both urban and rural areas have been improved. The urban and rural consumption level index has increased by 8.8%, completing 215% of the plan; farmers' net income has increased by 14.1% annually, completing 235%; and employee wages have increased annually. 12.3%, 251% completed. The natural population growth rate during the "Sixth Five-Year Plan" period was 1.4%, exceeding the target of 1.3% set in the plan.
During the "Sixth Five-Year Plan" period, there were also some problems in China's economic construction. Especially starting from the second half of 1984, some new unstable factors appeared in economic life.
