Recycling one ton of waste paper can produce 0.8 ton of good paper, which can save three cubic meters of wood (equivalent to cutting down 17 adult trees), one ton of standard coal, 200 cubic meters of water and 600 kwh of electricity. In addition, it can also reduce three cubic meters of landfill space and about 100 cubic meters of sewage and a lot of waste gas. This economic account and its social benefits are almost well known in the paper industry. The promotion and use of recycled paper in China are also highly concerned by the government and all sectors. Vigorously developing circular economy has been written into the government work report as a national policy.

The recycled paper market is expanding rapidly. Taking Beijing as an example, the annual paper consumption in Beijing has reached 3 million tons, and it is planned that the recycled office paper will reach 50% of the city's office paper consumption by 2008, but the current output of recycled office paper is only 6.5438+0.5 million tons, which is far from enough. Compared with the rapidly expanding demand, domestic "green papermaking" seems to be unable to keep up with the demand. At present, most domestic enterprises with waste paper as raw material can only be used to produce low-grade tea printing paper, corrugated base paper, box board and so on. The first domestic enterprise producing recycled paper for office culture was born in Beijing, but its annual output is only 1 10,000 tons, which is relatively small. In recent years, the scale of domestic paper mills has been expanding, but there are not many enterprises that use waste paper to produce high-grade office culture paper. Even in a big city like Shanghai, the annual consumption of paper exceeds 2 million tons, and the annual output of paper exceeds 800,000 tons, but there is no enterprise that produces high-grade recycled paper for office culture.
