Business instructions for going to Hong Kong and Macao

1. To apply for multiple business endorsements to Hong Kong and Macao, the applicant shall file a record first and then apply for a permit. The applicant shall file a record once a year.

2. To apply for business endorsement to Hong Kong and Macao for the first time in our city, you must hand in the form in person and answer relevant inquiries; Temporary residents must hand in the form in person every time they apply.

I. Applicants and Conditions

(1) Applicant

Mainland residents, enterprises and their branches, resident representative offices of overseas enterprises or individual industrial and commercial households registered by the industrial and commercial departments of our city with independent legal personality.

Note: Except for business license holders and directors, applicants must take out insurance in their own units (temporary employees must take out insurance for half a year).

(2) Application conditions

1. Units that meet one of the following conditions may issue multiple business endorsements to business license holders for three months:

(1) The tax paid last year (or this year) is 500,000-200,000 RMB;

(2) Last year (or this year), the foreign exchange earned was $300,000-65,438+200,000;

(3) The registered capital of the tax reduction or exemption enterprise is between 500 million yuan and 2 million yuan;

(4) High-tech enterprises recognized by Guangdong Science and Technology Department.

2. Units that meet one of the following conditions may issue business endorsements to business license holders and general managers for more than 1 year, and to directors, deputy general managers and department managers in charge of marketing and finance for more than 3 months:

(1) paid RMB 200,000-500,000 last year (or this year);

(2) Last year (or this year), the foreign exchange earned was $65,438+0.2-30,000;

(3) The registered capital of the enterprise with tax reduction or exemption is 2-5 million yuan.

3. Units that meet one of the following conditions may issue business endorsements to business license holders, directors, general managers and deputy general managers for more than 1 year and major business personnel for more than 3 months:

(1) The tax paid last year (or this year) was RMB 5-5 million;

(2) Last year (or this year), it earned 3 3- 10/00000 USD;

(3) The registered capital of the tax reduction or exemption enterprise is more than 5 million yuan.

4. Units that paid taxes of more than 5 million yuan in the previous year (or this year) or earned foreign exchange10,000 dollars, and have no record of violation of laws and regulations, and whose staff members have no record of violation of laws and regulations abroad, can apply for business endorsements for one year or three months multiple times according to the needs of the unit, and can apply for a green channel card to enjoy the following benefits:

(1) will be given priority in special windows;

(2) You can apply for urgent matters according to your work needs.

5, driving a motor vehicle to and from the mainland and Hong Kong and Macao:

"Guangdong Provincial Public Security Bureau vehicles, drivers in and out of the license notice" is valid for less than 6 months, given 3 months multiple business endorsement; If the validity period exceeds 6 months, multiple business endorsements will be given to 1 year.

6, other personnel (individual industrial and commercial households are limited to operators), it is really necessary to go to Hong Kong and Macao to engage in business activities, will be issued within three months, valid business endorsement within 7 days will not be filed.

Second, the application procedure

(a) the unit for the record or increase the number of personnel for the record (in principle, only increase twice a year)

1. Fill in a complete application form for filing business units between Hong Kong and Macao;

2, a copy of the business license, submit the original;

3. Refer to the data reported by our computer for tax payment or foreign exchange earning in the previous year; The tax payment or foreign exchange earning in the current year shall prevail, and the certificate from the tax bureau or the foreign exchange bureau shall be submitted;

4. For enterprises with tax reduction or exemption, submit the reply of tax reduction or exemption issued by the tax bureau.

Or a copy of the certificate, and submit the original; It is a high-tech recognized by Guangdong Province.

Enterprises, submit a copy of relevant certificates and submit the original;

5 for the first time, a copy of the organization code registration certificate of the unit must be submitted, and the original must be submitted for inspection; Copy of ID cards of the legal representative and responsible person. If the person in charge, a power of attorney signed by the legal representative and sealed by the company shall also be provided;

6. Copy of the applicant's ID card and submit the original; Temporary residents must also submit a copy of the temporary residence permit (which must be indicated for half a year) or the talent residence permit, and submit the original;

7. If the applicant is a director, submit the certificate of director issued by the administrative department for industry and commerce;

8. If driving a motor vehicle to and from the Mainland, Hong Kong and Macao, submit a valid copy of the Notice of Guangdong Provincial Public Security Bureau on Vehicle and Driver Entry and Exit Permit, and submit the original for inspection;

9. Other certificates that the public security organ deems necessary.

3. Persons with permanent residence in this city: apply for the first time to submit copies of ID cards and household registration books, and submit the originals for inspection; If you apply again, you can also apply for self-service after IC card (no need to fill in the form);

Temporary staff: submit a copy of ID card and temporary residence permit (or talent residence permit) and submit the original for inspection; Non-provincial household registration personnel must also submit a copy of the household registration book (issuing authority page and personal data page);

(three) the application certificate of other personnel (information must be submitted for each application)

5 copies of the ID cards of the legal representative and the person in charge;

6. Individual industrial and commercial operators must also submit supporting materials related to the application;

(four) the unit changes its name, legal representative or address, etc.

2. A copy of the notice of change and the changed business license issued by the administrative department for industry and commerce, and submit the original;

3. Copy of the ID card of the legal representative after the change;

4. Other certificates that the public security organ deems necessary.

(five) the cancellation of the record.

1. Fill in a complete application form for filing business units between Hong Kong and Macao;

2. Submit travel permits to and from Hong Kong and Macao for those who need to cancel the filing.

Third, the time limit for applying for a permit.

Filing: 7 working days;

New application, renewal and replacement of certificates: 15 working days;

Application for endorsement: 10 working days;

Letter survey for temporary residents: 10 working days.

Fourth, the punishment provisions

(1) Where an enterprise or institution fraudulently obtains a business endorsement, its personnel's application to engage in business activities in Hong Kong and Macao shall not be approved within three years, and if the business record has been filed, the enterprise or institution's qualification for filing shall be cancelled.

(2) If a national public official, a staff member of a public institution or a staff member of the financial and insurance system practices fraud and applies for a business endorsement in the name of an enterprise employee, they shall notify the discipline inspection department of their unit and the personnel department of the relevant organization.
