At first, the special zones referred to Shenzhen, Xiamen, Zhuhai and Shantou, and were designated as reform experimental fields after 1979. At that time, the state gave the SAR the right to examine and approve import projects, the right to examine and approve personnel going abroad on business, the right to export foreign trade, the right to manage foreign exchange and other economic management rights, and gave a number of preferential policies in taxation, foreign exchange management, bank credit, employment and personnel entry and exit. Now, Chinese mainland's economic development has reached an era of advancing from a partial experimental stage to a comprehensive reform. It has become the demand of China to invigorate the market economy, open to the outside world and connect with the international market. The special economic zone has completed its historical mission, and this title has gradually faded in the discussion of "special and non-special" and "special new meaning".

At present, there are two county-level special zones in China, Liuzhi Special Zone and Wanshan Special Zone, both located in Guizhou Province. Before 1999, there used to be three special zones in Guizhou, in addition to the above two, there was also a Panxian special zone; 1999 changed to Panxian. SEZ is a county-level administrative unit, which was originally established in consideration of developing the economy of southwest China.

China Special Economic Zone: Shenzhen (2,020 square kilometers), Zhuhai (1687.8 square kilometers), Xiamen (1565 square kilometers), Shantou (2,064 square kilometers) and Hainan Island (33,920 square kilometers). In fact, all provinces and cities now have their own development zones and other areas where special economic policies are implemented. In a sense, they are also special economic zones.

So Yunnan is not a special zone, and there is no special zone!
