First of all, the Party's organization is a whole, which requires party member to obey the organizational leadership, observe organizational discipline, implement organizational resolutions, and complete the tasks assigned by the organization. Party member must ask for instructions from the Party organization in time before work, so as to get support and help from the organization. When there is a contradiction between individuals and organizations, party member should resolutely obey the Party organizations. If you have different opinions, you can reserve them on the premise of resolutely implementing them, or you can reflect them to your superiors in accordance with the procedures within the party. However, before the party organization changes its decision, it is not allowed to express any opposition in action. Only in this way can the actions of the members of the organization be consistent and the organizational advantages of the party can be reflected and brought into play. Secondly, in the party's organizational system, there are superior organizations and subordinate organizations, and the relationship between them is the relationship between the leader and the led. Therefore, under normal circumstances, lower organizations should take the initiative to ask for instructions and report their work to higher organizations and obey the leadership and command of higher organizations; Superior organizations should also respect subordinate organizations, ensure that subordinate organizations exercise their functions and powers normally, and trust and inspire their enthusiasm and creativity. But when the superior and subordinate organizations disagree, the subordinate organization obeys the superior organization, and the subordinate organization must resolutely implement the decision of the superior organization. In addition to reporting to the organization at the next higher level, it is not allowed to express different opinions publicly. It can be seen that the system of asking for instructions and reporting, as an important system of our party, not only reflects all kinds of contradictions within the party scientifically and comprehensively, but also is an important way for our party to maintain a high degree of consistency and give play to party member's enthusiasm and creativity. Rural party branches should independently and responsibly solve problems within their own functions and powers. When encountering major problems and problems beyond their own functions and powers, they must consult the party organizations at higher levels. Rural party branches should also regularly report their work to higher-level party organizations, and report in time in case of special circumstances.
