II. The following organizations authorized by laws and regulations have administrative licensing qualifications (15).

Highway Bureau of Shandong Provincial Communications Department, Port and Shipping Bureau of Shandong Provincial Communications Department (Shandong Local Maritime Bureau, Ship Inspection Bureau of Shandong Provincial Communications Department), Road Transportation Bureau of Shandong Provincial Communications Department, Shandong Flood Control and Drought Relief Headquarters, Shandong Fishing Port Supervision Bureau (Shandong Fishing Vessel Inspection Bureau), Shandong Archives Bureau, Shandong Intellectual Property Office, Shandong Radio Management Office (including agencies dispatched by various cities), Shandong Salt Bureau, Shandong People's Air Defense Committee Office, Shandong Seismological Bureau and Shandong Meteorological Bureau.

The above-mentioned provincial administrative licensing implementation units (organizations) shall, within the scope of their functions and powers, implement administrative licensing in strict accordance with the provisions of laws, administrative regulations, the State Council decisions and local regulations and rules. Unpublished units and organizations are not qualified to implement administrative licensing, and may not implement administrative licensing in their own names after the implementation of the Administrative Licensing Law of People's Republic of China (PRC) in July 1.

After the promulgation of this announcement, the newly promulgated laws, administrative regulations, the State Council decisions, local regulations and rules of the provincial administrative licensing implementation subject shall be implemented in accordance with their provisions, and the provincial government will not make any further announcement.

The implementation subject of administrative license of cities and counties (cities, districts) divided into districts shall be determined and promulgated by the people's government at the same level in accordance with the provisions of relevant laws, administrative regulations, the State Council decisions, local regulations and rules, and the establishment of government institutions at the same level.
