Hungary, Poland and other EU countries also refused to accept this document. These two countries oppose the establishment of refugee quotas and share the burden for Mediterranean countries such as Italy, Greece and Spain.
At the same time, the Belgian Coalition government has serious differences on whether to sign the agreement.
