Chapter 1 General Provisions Article 1 In order to accelerate the development of Shenzhen Longgang Industrial Zone and create a good investment environment, these regulations are formulated. Article 2 Shenzhen Longgang Industrial Zone (hereinafter referred to as the industrial zone) was established by the Shenzhen Municipal People's Government (hereinafter referred to as the municipal government). Under the leadership of the municipal government, with the electronic information industry as the main body and advanced technology industry as the core, supporting facilities are established Tertiary industries such as finance, real estate, trade, and service industries are areas for economic and technological development. Article 3: Industrial zones should create a good investment environment for investors and complete land leveling and various public facilities projects such as water supply, power supply, drainage, communications, roads, and environmental protection. Chapter 2 Management Organization Article 4 The leading group of Shenzhen Longgang Industrial Zone and Shenzhen Export Processing Zone is the decision-making and coordination body of the industrial zone; the mayor is concurrently appointed as the leader of the group, with several deputy leaders, and the members are composed of relevant municipal functional departments. The person in charge is concurrently responsible. Article 5 The responsibilities of the leading group are:
(1) Formulate guidelines and policies for the development of the industrial zone;
(2) Examine and approve the development plan and annual capital plan of the industrial zone;
(3) Make decisions and supervise various major matters in the industrial zone;
(4) Coordinate and solve major problems in the development, construction and management of the industrial zone. Article 6: The industrial zone management committee (hereinafter referred to as the provincial committee) is established under the leading group. As an agency dispatched by the municipal government, it exercises municipal-level economic management authority and is responsible for managing the administrative affairs of the industrial zone. The Management Committee shall have a director and several deputy directors. Article 7 The responsibilities of the Management Committee are:
(1) Organize the formulation of the overall plan of the industrial zone and plans for industrial development, land use, information construction, urban design, environmental protection, etc., organize the formulation of relevant regulations and Specific management measures shall be submitted to the municipal government for approval in accordance with legal procedures before organization and implementation;
(2) Examine and approve investor investment projects in the industrial zone in accordance with the prescribed authority;
(3) In Under the guidance of the municipal construction administrative department, it is responsible for management functions such as issuance of industrial zone construction licenses and project completion acceptance.
(4) Responsible for the labor and personnel and social security management of the industrial zone. Formulate an annual employee recruitment plan as needed, and handle recruitment, transfer, approval and employment matters according to the plan after approval by the municipal personnel and labor administration departments;
(5) Responsible for the financial management of the industrial zone and municipal state-owned assets Management;
(6) Handle the preliminary procedures for Chinese personnel in the industrial zone to go abroad for short-term business and to Hong Kong, Macao and overseas training, and report to the municipal foreign affairs department for approval;
(7) Coordinate customs, taxation, foreign exchange and other management agencies to carry out relevant business in the industrial zone;
(8) Other authorities granted by the municipal government. Article 8 The municipal planning and land, industrial and commercial administration, public security, and taxation departments shall set up branches in the industrial zone, which shall be under the dual leadership of the management committee and the business department, with the business department as the main body. Article 9 The Industrial Zone Management Committee and relevant government departments shall complete various procedures such as project approval of enterprises, signing of land use contracts, and application for construction within fifteen working days. Chapter 3 Investment and Operation Article 10 Domestic and foreign investors are encouraged to invest in the following industries or operate the following businesses in industrial zones:
(1) High-tech enterprises;
(2) ) Technology-advanced enterprises;
(3) Export-earning enterprises;
(4) Large-scale backbone projects;
(5) Energy, transportation, communications, and environmental protection and other infrastructure projects.
High-pollution projects and other projects prohibited by national laws and regulations are prohibited in industrial zones. Article 11 The management committee may entrust the industrial zone development management company to be responsible for the development, construction and property management of the zone. Article 12: High-tech enterprises recognized by the municipal government in the industrial zone enjoy various preferential treatments granted by the municipal government to similar enterprises. Chapter 4 Supplementary Provisions Article 13 These regulations shall come into effect on the date of promulgation. The "Shenzhen Longgang Large Industrial Zone Management Regulations" promulgated by the municipal government on February 10, 1995 are repealed at the same time.
