Article 3 Going abroad for personal reasons shall be managed according to the cadre management authority. The Personnel Department is the centralized management department for going abroad (abroad) for personal reasons, and undertakes the examination, approval, registration and filing of cadres and workers of bureau organs going abroad (abroad) for personal reasons.

Article 4 Leading cadres involved in important positions such as management personnel, finance, materials and confidential files, as well as leading cadres whose spouses have moved outside the country (territory) and whose spouses and children have moved outside the country (territory) should be strictly mastered. If it is found that laws and regulations prohibit going abroad, or if it is suspected of serious violation of discipline and law, it shall not go abroad.

Article 5 When going abroad for personal reasons, the documents and matters shall be examined and approved at the same time, and the documents shall not be examined and approved separately.

Article 6 The country, region and itinerary that have been submitted for approval shall not be changed without authorization.

Article 7 All expenses (including medical expenses) of personnel going abroad for personal reasons shall be borne by themselves, and shall not be funded by foreign or Chinese-funded institutions (enterprises) abroad.

Eighth applications for going abroad (territory) for private purposes shall be registered and filed. When applying for a certificate, the applicant shall submit an opinion letter issued by the personnel department to the exit-entry administration department of the public security organ where the account is located.

Article 9 The scope of personnel who go abroad (abroad) for private affairs for registration and filing includes: cadres at or above the deputy division level, retired cadres at or above the deputy division level, cadres at or below the division level in key departments and confidential key positions, and personnel at corresponding levels in institutions (hereinafter referred to as registration and filing personnel).

Article 10 The contents of registration and filing mainly include the name, gender, date of birth, ID number, work unit, position (rank) and domicile of the personnel.

Article 11 The personnel department is responsible for summarizing the list of registered personnel and filing it with the exit-entry administration department of Beijing Public Security Bureau.

Article 12 Persons who apply for going abroad for personal reasons shall submit the following materials to the personnel department when going through the formalities for going abroad:
