You can't. According to official website's inquiry, the State Administration of Foreign Exchange, whether importing or exporting goods, should have corresponding foreign exchange receipts and payments as long as the goods enter or leave the country. It is absolutely not allowed that only foreign exchange is collected and paid without goods entering or leaving the country. If such illegal transactions occur, penalties will be decided according to the amount of violations.
