First, the conditions for renting a house in Shanghai to withdraw the provident fund
Applicants who meet the following conditions may apply to withdraw the balance of their own and their spouses' housing provident fund accounts for the payment of housing rental expenses:
(1) The applicant has continuously paid the housing accumulation fund in this city for 3 months;
(2) The applicant and his spouse currently have no self-owned housing or rented housing in this city;
(3) At present, the applicant has no housing provident fund loan, no entrustment to withdraw housing provident fund and return housing loan. ;
(4) Applicants and spouses can only withdraw housing provident fund to pay housing rent;
(five) the applicant's lease behavior is in line with the relevant provisions of the city's housing lease, and the lease contract is signed online through the lease platform for the record;
(6) If two or more individuals who have no spouse relationship participate in the lease, only the applicant and his spouse are allowed to withdraw the housing provident fund to pay the housing lease fee at the same time.
If the applicant's spouse participates in the withdrawal, it shall also meet the requirements in Items (1), (2), (3) and (4) of the Notice and the conditions for the withdrawal of the applicant in these Detailed Rules.
Second, the amount of withdrawal of provident fund from renting a house in Shanghai
(1) The monthly withdrawal amount of each household (applicant and spouse) shall not exceed the actual rental expenditure of that month, and the maximum monthly withdrawal limit shall be 3,000 yuan, and shall not exceed the storage balance in the applicant's housing provident fund account (1 minute or more);
(2) The single withdrawal amount shall not exceed the withdrawal limit of three months.
Three, Shanghai rental provident fund application method
The applicant applies to Shanghai Provident Fund Management Center (hereinafter referred to as the Municipal Provident Fund Center) through the leasing platform.
The applicant shall fill in the Application Form for Withdrawing Housing Provident Fund to Pay Housing Rental Expenses (Lease Platform) (see Annex) according to the online application process, and provide application information such as identity information, housing provident fund account information, marriage information, online signing contract information, lease withdrawal time, lease withdrawal amount, bank card information and mobile phone number when handling the withdrawal application.
The municipal provident fund center will continue to expand other application channels and announce them in due course.
Fourth, the extraction time and method
If the applicant withdraws the housing provident fund to pay the housing rental expenses, the application for withdrawal shall be made within the lease term. The shortest extraction time is one month, and the longest is the month when the lease contract expires. The entrustment period of each lease withdrawal application can be selected by yourself.
During the period of the applicant's lease entrustment, the Municipal Provident Fund Center has the right to regularly check the housing holding status and housing lease information of the applicant and his spouse, and the frequency of verification is at least once a year. Upon verification, the applicant who does not meet the conditions for returning the lease will be automatically terminated by the Municipal Provident Fund Center.
If the housing provident fund is withdrawn to pay the housing rental fee, it will be transferred to the debit card of the applicant's own name in the city bank by transfer. The opening bank of debit cards in this Municipality shall be one of the following 18 banks designated by the Municipal Provident Fund Center: China Construction Bank Shanghai Branch, Industrial and Commercial Bank of China Shanghai Branch, Bank of China Shanghai Branch, Agricultural Bank Shanghai Branch, China Merchants Bank Shanghai Branch, Bank of Communications Shanghai Branch, Shanghai Pudong Development Bank Shanghai Branch, Ping An Bank Shanghai Branch, Shanghai Bank, Shanghai Rural Commercial Bank and Minsheng Bank Shanghai Branch. If the applicant meets the extraction conditions, it shall be handled in accordance with the following procedures:
(1) application for rent withdrawal
1. Applicants apply through the rental platform and provide relevant application materials or information according to the online processing procedures and regulations.
2. If the applicant provides complete application materials or information, the rental platform shall verify the applicant's housing holding and housing rental information in accordance with the regulations, and the Municipal Provident Fund Center shall verify the applicant's marriage information (including single and married information) and housing provident fund extraction conditions in accordance with the regulations. City Provident Fund Center shall, within three working days from the date of accepting the application (excluding the time required to verify the applicant's housing holding status, housing lease information and marriage information), make a decision on whether to approve the withdrawal, and notify the applicant.
If the Municipal Provident Fund Center is in doubt about the application materials or information provided by the applicant, it may require the applicant to provide other valid certification materials or information.
3. The applicant's extraction application has been approved:
(1) If the acceptance is completed in the first half of each month, the first withdrawal fund will be automatically transferred from the applicant's own housing provident fund account to the local bank debit card account designated by the applicant before the end of that month; If the acceptance is completed in the second half of each month, the first withdrawal fund will be automatically transferred to the debit card account of the city bank designated by the applicant before the end of the next month. During the applicant's application for withdrawal, he/she will apply for withdrawal of funds for three months. After automatic examination and approval every three months, he/she will be automatically transferred to the bank debit card account under the applicant's name before the end of the month.
(2) When the withdrawal transfer is initiated, if the balance stored in the applicant's housing provident fund account is insufficient, the withdrawal transfer will be suspended, and the municipal provident fund center will automatically initiate supplementary withdrawal through the system. If the supplementary withdrawal is successful, the withdrawal and transfer will be carried out normally; If the balance is still insufficient, the provident fund center will automatically initiate supplementary withdrawal through the system again in the next month. If the withdrawal balance is still insufficient, the withdrawal transfer will be terminated. If the applicant still needs to go through the withdrawal procedures, he shall re-apply to the municipal provident fund center through the leasing platform.
4. If the applicant's application for withdrawal fails to pass the examination, the Municipal Provident Fund Center shall inform the applicant of the reasons for failing to pass the examination.
5. Special circumstances. If the account name of the applicant's housing provident fund account contains special characters, the account information is incorrect or there are multiple accounts, the applicant needs to go to the counter of the central district management department of the municipal provident fund (hereinafter referred to as the district management department) for consultation, and provide valid proof materials to modify the account information and merge the accounts, and then apply for rent withdrawal again through the leasing platform.
If the name of the applicant's housing provident fund account is mbth, the number of characters is too long or the account name contains special characters, which leads to the failure of transfer, the applicant shall apply to the counter of the district management department for rent withdrawal, and the district management department will accept and review it, and handle the rent withdrawal through reconsideration.
6. Objection handling. If the applicant disagrees with the verification results such as lease information, housing holding information, marriage information and extraction conditions, he can provide valid proof materials such as proof of no room and marriage certificate, and apply to the district management department for review. If the application is approved by the district management department, he can continue the steps of withdrawing the rent instead of paying the money and transferring the ownership.
(2) Withdrawal, modification and termination of the lease.
If the lease withdrawal information such as mobile phone number, bank card information and monthly withdrawal amount changes during the application period, the applicant shall provide relevant effective information in time, and handle the withdrawal business change according to online business rules and procedures through channels such as official website (www.shgjj.com), WeChat (Shanghai Provident Fund) or mobile app (Shanghai Provident Fund) and rental platform.
Applicants who apply for early termination of extraction, purchase of owner-occupied housing, change of lease contract or termination of lease contract within the application period shall provide relevant valid information in time, and handle the termination of extraction business in accordance with online business rules and procedures through official website, WeChat or mobile APP, rental platform and other channels of the Municipal Provident Fund Center.

If the mobile phone number, bank card information and monthly withdrawal amount of the applicant are changed, the information shall be changed according to the online business rules and procedures. After the change, the city provident fund center will inform the applicant that the information has changed.
2. Termination. If the applicant applies for early termination of extraction, if the applicant and his spouse purchase owner-occupied housing during the lease period, if the applicant's lease contract changes (including the lessee, lease address, lease term, lease amount and other information changes) or the lease contract is dissolved, the termination shall be handled in accordance with online business rules and procedures.
City provident fund center regularly (at least once a year) to obtain or verify the applicant and his spouse's housing holding information, housing lease contract change and cancellation information. If the verification results show that the applicant no longer meets the extraction conditions, the Municipal Provident Fund Center will automatically terminate the lease extraction business of the applicant.
In any of the following circumstances, the withdrawal transfer will be automatically terminated:
(a) after the end of the application period, the applicant has not applied to the municipal provident fund center for withdrawal;
