China’s 30 years of reform and opening up have attracted worldwide attention. Great powers are rising, China is becoming prosperous and powerful step by step, ushering in an unprecedented prosperous era in Chinese history. The economy is prosperous, the society is stable, and the people live and work in peace and contentment. The Three Gorges Project is a great project in human history; the Qinghai-Tibet Railway is the most difficult railway to build in the world. We accomplish one feat after another. The train is speeding up for the sixth time, the Olympic venues are under construction, the National Center for the Performing Arts has been completed..., our construction is in full swing. The 30 years since the Third Plenary Session of the 11th Central Committee of the Communist Party of China have been a 30-year period for our party to unite and lead the people of all ethnic groups across the country to emancipate their minds, seek truth from facts, work with one heart and one mind, forge ahead with determination, and carry out historic and creative activities in building socialism with Chinese characteristics. We have explored and opened up a new path to building socialism with Chinese characteristics, which has given our country's socialist system new vitality and vitality, and strengthened the national power of the people's democratic dictatorship led by the working class and based on the alliance of workers and peasants. We have established a basic economic system in the primary stage of socialism with public ownership as the mainstay and the simultaneous development of multiple ownership economies. We have implemented a distribution system in which distribution according to work is the mainstay and multiple distribution methods coexist. The socialist market economic system is being established, the fundamental role of the market in resource allocation has been significantly enhanced, and a new macro-control system framework has taken initial shape. Significant progress has been made in various reforms in rural and urban areas. The mode of economic growth is changing from extensive to intensive. The scope and scale of our opening up to the outside world are constantly expanding, and an all-round, multi-level, and wide-ranging opening up pattern has been formed. Import and export trade and national foreign exchange reserves have increased significantly. The use of foreign capital has opened up a broad source of funds for my country's construction. Our country's economy has made great strides onto the world economic stage. Reform and opening up has not only continuously enhanced China's economic strength and comprehensive national strength, and substantially improved people's living standards and national welfare, but has also enabled China to increasingly integrate into the world economy and mainstream civilization. Specifically: First, the economy has achieved sustained and rapid growth, and comprehensive national strength has been further improved. Statistics show that in the 28 years from 1978 to 2006, China's GDP grew at an average annual rate of 9.67%, which was much higher than the world economy's average annual growth rate of about 3.3% during the same period. At the same time, China has now become the world's largest country with foreign exchange reserves. Before 1978, China's foreign exchange reserves had never exceeded one billion US dollars. By the end of 2006, they had exceeded one trillion US dollars. Foreign trade has become an important pillar of China's economic development. Through the introduction of foreign capital, technology and management experience, digestion, absorption and re-innovation, China's productivity level has been greatly improved and the gap with developed countries has been narrowed. In 2001, China joined the World Trade Organization, marking a new stage of China's opening up to the outside world. As of last year, China's economic aggregate ranked fourth in the world, and its total foreign trade volume ranked third in the world. This is a remarkable achievement. Second, people's livelihood has been significantly improved, and people's lives have generally entered a moderately prosperous level. Taking income and housing, the two items that best reflect living standards, as an example, from 1978 to 2006, the per capita disposable income and per capita housing area of ??urban residents in my country increased significantly. It is particularly worth mentioning that during these 30 years, the number of absolute poor people in rural China dropped from 250 million to 21.48 million, and the absolute poverty incidence rate dropped from 30% to 2.3%. China is currently the only country in the world that has achieved the United Nations Millennium Development Goal of halving poverty ahead of schedule. Third, a market economic system that adapts to economic development has been initially established. The market, not the government, plays a decisive role in resource allocation. At present, the political consciousness that China has basically become a market economy country is beginning to take shape. Many countries, including some developed countries, have successively recognized China's market economy status. This shows that the basic framework of my country's market economy has been basically established. The famous economist Li Yining is a personal experiencer and ideological promoter of China's 30 years of reform and opening up. He is also one of the most keen observers and deepest comprehenders of this period of history. Regarding reform and opening up, Mr. Li said in an interview with this reporter that the most outstanding achievements of China's reform and opening up in the past 30 years are the completion of three things. Although the joint-stock system has been subject to various doubts and even criticisms, China's joint-stock system and the joint-stock reform of state-owned enterprises have finally achieved success. Regarding the private economy, Li Yining pointed out that although it faced various criticisms when it first emerged, as private enterprises continue to grow, everyone truly feels that private enterprises are indeed crucial. Who helps solve the employment problem the most? It is a private enterprise. More than 70% of the new labor positions are in private enterprises. The tax revenue in many cities is mainly provided by private enterprises. Private enterprises also play a role in many of our exports.
The rise of the private economy has mobilized many people's enthusiasm for entrepreneurship, which is of great significance to long-term economic development. Fourth, it has integrated into the mainstream civilization of the world and locked in China's development path. What is openness? Openness means independently and spontaneously accepting the universal rules for the development of human society, and using this to overcome the shortcomings of its own traditional special rules, so as to better promote the increase of national welfare and the prosperity of the country. True opening up requires not only introducing advanced Western technology, but also learning from Western experience in developing market economies, learning from Western civilization, and carrying out institutional changes. In this sense, opening up is sometimes far more important than reform. A large number of Chinese students study abroad, and many of them have become useful talents in national construction. Through mutual learning, people's minds are liberated, their horizons are broadened, and their openness and innovation capabilities have been greatly improved. Especially after joining the WTO, we have returned to the mainstream civilization of the world without hesitation, locking in the path of China's reform and development with the commitment and credibility of a sovereign country. The achievements that China has made in the past 30 years of reform and opening up are because we have not divorced ourselves from reality and have a clear understanding of the stage of social development and material and economic conditions in which China is located. We say everything should be based on reality. The biggest reality is that China is now and will be in the primary stage of socialism for a long time to come. One of the fundamental reasons for the success of 30 years of reform, opening up, and modernization is the overcoming of misconceptions and policies that transcended stages.
